Bryan County Recreation 2021 Game Day Responsibilities THE PURPOSE OF THE FOLLOWING GUIDELINES IS TO STRESS THE FOLLOWING TO MANAGERS, COACHES AND PARENTS: • Provide the best environment for young people, which includes being a positive role model. • Promote sportsmanship and teamwork, and not win at all cost. • Provide an overall positive experience for all players (maximum participation), regardless of their skill level. • Encourage all participants to use and develop their athletic and given abilities, while at the same time realizing that all children are different and not to have expectations above and child's physical and emotional development. • Recognize that baseball is only a small part of a child's life and of yours as a parent. • Terry Ramble is the Athletic Director assigned to Baseball. Please feel free to contact him with baseball issues at 912-756-4075 or email him at [email protected] PRACTICES Practices will be scheduled through the recreation office for usage of fields and cages. Cancellations due to field/weather conditions will also be done through the office. In the event of rainouts, an email will be sent out to your email address on file. Rain outs will also be posted on our Facebook page MANDATORY PLAYING TIME 1. Every player present at the start of the game will participate in each game for a minimum of six (6) defensive outs and bat at least one (1) time. 2. No player will remain out of the game for more than one (1) consecutive inning. 3. The official line-up shall contain ALL players on a team who are present at the start of the game. Once the batting order is set, each player must bat in this same order throughout the game. If a player arrives late, he is placed at the end of the batting order. GAME DAY RESPONSIBILITES 1. COACHES- Each team shall be allowed (1) manager, two (2) coaches in the dugout during the game. ANYONE on the field or in the dugout must have an approved background check on file in the SBCR office. 2. SCORE-SBCR will be responsible for keeping the official book. SBCR will also be responsible for completing the Daily Game Report, getting both coaches signatures and turning the report in to a SBCR staff member. 3. GAME LENGTH- All in house games are one hour and thirty minutes. No inning will begin with less than 10 minutes on the clock. SBCR is responsible for logging the official start time of the games. 4. RAIN OUTS- SBCR staff will determine if the games will be called for rain, In case of bad weather an email message will be sent to everyone registered to the email on file. SBCR will not make the call until 4pm for weeknight games and 8 A.M. on Saturdays. This is to try to play as many games as possible. Due to field availability and time, some games may not be rescheduled. 5. CLOSING PROCEDURES- The HOME team is responsible for putting away any equipment (PITCHING MACHINE.) PRE-GAME 1. WARM UP- No warming up outside of the field. You may run and stretch, but no throwing, hitting etc. Teams will each have one-half of the time between games to take infield. As soon as the dugouts are cleared from the previous game, the home team should take the field for infield warm-up. If there is less than 15 minutes until the game time, each team will receive a maximum of 7 minutes to take infield. 2. NO SOFT TOSS- No soft toss into the fences. Please use the batting cages. 3. LINE UP CARDS- The manager or coach should submit a written line-up card to the scorekeeper and the home plate umpire, ten (10) minutes prior to scheduled game time. The Line- up must contain first and last names of all players with the player's numbers and listed in the correct batting order. The positions of the starting players must also be designated on the lineup card 4. EXITING DUGOUTS- Teach the kids to CLEAN UP THEIR DUGOUT! EJECTIONS AND SUSPENSIONS 1. A manager, coach or player ejected from a game must leave the playing field, dugout and facility for the remainder of that game. 2. Any manager, coach or player ejected from a game because of unsportsmanlike conduct will be suspended-for the next game that his or her team plays. Ejections may result from: • Harassing, berating or intimidating any umpire, player, coach or SBCR staff. • Use of profanity, whether at his/her self, other players, coaches, umpires or SBCR staff. • Walking off the field in disgust and showing unsportsmanlike conduct or violent disapproval of the umpire's decision. • Physical contact with an umpire. STANDINGS PLAY OFFS TOP (4) TEAMS based on regular season record. THANK YOU FOR VOLUNTEERING, HAVE A GREAT SEASON! PROCEDURE FOR PLAYER SELECTION: 1. There will be one assistant coach granted prior to player selection. 2. The number of teams for each division will be determined based on: a. Team roster of 10 players per team —4 year old & 5-6 Coed b. Team roster of 12 players per team — 7-8 & 9-10 c. Team roster of 12 players per team 11-12 & 13-14 3. Players will be evaluated by special staff on skill drills on a scale of 1 to 5, With 1 being the lowest and 5 the highest rating, 4, Teams will be drafted by the HEAD COACH in each age division. Coaches' children will he placed on his or her team. Players will be ranked by their overall score and unevaluated players assigned to a team by SBCR staff. 5. Trading of players may be permitted prior to leaving the draft. This will also be done in an orderly fashion. There will be one round of trading allowed beginning with team number 1. Team number 1 is allowed one trade, then team number 2 and etc. until the last team in the division has had an opportunity to trade one player. This concludes the trading process. Each coach has the option of exempting his team from any trading. Absolutely no trading will be allowed after leaving the draft. 6. After the team selection is completed there will be no additions to a team unless a player of that team has a season ending injury or quits the team. When a team drops below the minimum, the athletic director will assign a replacement whenever possible. The PARENT must officially withdraw the child from the program BEFORE another player will be assigned to the team. If there is no stand-by list for this division the team must finish the season with the original roster. 7. Brothers/sisters will be placed on the same team unless requested otherwise by their parents. GR_PA Athletic Manual ARTICLE 11- REGULATIONS SECTION A - GOVERNING RULES l. Games in boy’s baseball at all levels of play are governed by the current rules and regulations of the GHSA Constitution and by-laws and the National Federation, National Alliance Edition, Baseball Rules with the exceptions as may be found in this manual. 2. Courtesy Runners a. At any time, the team at-bat may use courtesy runners for the pitcher and/or the catcher. The same runner may not be used for both positions. Neither the pitcher nor the catcher will be required to leave the game under such circumstances. b. The courtesy runner for the pitcher or catcher must be anyone not in the current batting order. It cannot be the same person for both positions, if no subs are available then the last batted out is to be utilized as the courtesy runner. c. A player may not run as a courtesy runner for the pitcher or the catcher and then be used as a substitute for another player in the half inning. (Penalty: out if discovered prior to next pitch). d. In 10 & under with machine and in 8 & under, no courtesy runner for the pitcher is allowed. 3. Extra Players (EP) - A maximum of 2 EP's (Extra Players) can be used at all levels of GRPA baseball. 4. Per the "Return to Play Act of 2013", effective January 1, 2014, all agencies are required to provide concussion education material to all youth participants and their parents. The verification of compliance to this law is affirmed by the signature of the agency director on the GRPA roster. 5. All head and assistant coaches that are coaching youth teams participating in all levels of GRPA Athletics must have undergone a criminal background check through their Department. By signing the teams GRPA roster, the Department Director or their designee attests that this has taken place. 6. Use of audio or visual recording devices, including a cell phone, is not permitted in changing areas, rest rooms, or locker rooms. The use of audio or visual recording devices is not allowed in resolution of protested matters. SECTION B - LENGTH OF GAMES Division Inning Time* 8U Machine Pitch 6 1 hour 30 minutes 10U Machine Pitch 12U Traditional 6 1 hour 30 minutes 14U 6 1 hour 30 minutes *Time Limit Exception — Championship & "if" games I. A game which is tied after regulation play shall continue until a winner is determined. International Tie-breaker: After the regulation game or time limit has expired, the 105 GR_PA Athletic Manual International tie-breaker will be used. The last scheduled batter will be placed on second base. This will continue until a winner is determined. Refer to USA Baseball rule 5, Section 11. 2. The score of a forfeited game shall be recorded as 7-0.
