AUDIT COMMITTEE 22 July 2013 Warding Arrangements Further to the decision taken by the Council under Minute 765 (2012/13) to support a preferred number of Councillors for the Council at 36, consideration was given by the Elections Reference Group to suggested warding arrangements based on the projected number of electors per parish for 2019. Following careful consideration, the Reference Group have made the following proposals: 1. Tanworth-in-Arden – 2019 electorate 2662 comprising Tanworth-in-Arden 2. Studley North – 2019 electorate 2,903 comprising the parish of Mappleborough Green, the smaller part of Sambourne parish and the northern Ward of the parish of Studley 3. Studley South – 2019 electorate 3,112 comprising the larger part of Sambourne parish and the southern Ward of the parish of Studley 4. Henley-in-Arden – 2019 electorate 3,209 comprising Beaudesert, Henley-in-Arden and Ullenhall 5. Kinwarton – 2019 electorate 2,979 comprising Aston Cantlow, Coughton, Great Alne, Haselor, Kinwarton, Morton Bagot, Oldberrow and Spernal 6. Alcester South & West – 2019 electorate 2,915 comprising the parishes of Arrow with Weethley, Exhall, Temple Grafton, Binton, the Oversley Green ward of the parish of Alcester and the 1608 electors from the Alcester ward of the parish of Alcester following a boundary running down the middle of four main roads in the town, i.e. from the north down the A435 Ryknild Street/Birmingham Road into Priory Road and then west on the Stratford Road to the extent of the parish ward 7. Alcester East – 2019 electorate 3,106 comprising the remainder of Alcester Ward of the parish of Alcester and the Oversley Ward of the parish of Alcester 8. Bidford West & Salford – 2019 electorate 2,953 comprising the parishes of Salford Priors, Wixford, Bidford on Avon (Bidford Ward) west of Westholme Road and the Broom ward of the parish 9. Bidford East – 2019 electorate 3,060 comprising solely of Bidford on Avon parish (Bidford ward) east of Westholme Road 10. Wootton Wawen – 2019 electorate 3,019 comprising Bearley, Billesley, Langley, Preston Bagot, Wilmcote, Wootton Wawen 11. Snitterfield – 2019 electorate 2,744 comprising Claverdon, Fulbrook, Hampton Lucy, Snitterfield, Wolverton 12. Welford-on-Avon – 2019 electorate 2,984 comprising Atherstone-on-Stour, Clifford Chambers & Milcote, Dorsington, Marston Sicca, Luddington, Welford-on-Avon, Weston-on-Avon 13. Stratford-upon-Avon Bishopton – 2019 electorate 2,793 comprising part of Alcester Road, Shottery Brook and the Town boundary in the west 14. Stratford-upon-Avon Hathaway – 2019 electorate 3,063 comprising part of Alcester Road, Shottery Brook, Evesham Road, southern relief road the river and the Town boundary in the west 15. Stratford-upon-Avon Market Hall – 2019 electorate 2,382 comprising the railway line, part of Alcester Road, Evesham Road, Shottery Brook, and a subterranean brook which follows The Willows and Brookvale Road 16. Stratford-upon-Avon Guild – 2019 electorate 2,927 comprising Evesham Road, the southern relief road, the river, Clopton Bridge, Bridgefoot, Guild Street, Arden Street, part of Alcester Road, a subterranean brook which follows The Willows and Brookvale Road 17. Stratford-upon-Avon Avenue – 2019 electorate 2,353 comprising the railway line, fencing between Park Court/Park Road and Cordelia Close/Portia Road, part of the Birmingham Road and the Town boundary in the north 18. Stratford-upon-Avon Clopton – 2019 electorate 2,472 comprising the railway line, fencing between Park Court/Park Road and Cordelia Close/Portia Road, part of the Birmingham Road, part of Alcester Road, Arden Street, Clopton Road and the Town boundary in the north 19. Stratford-upon-Avon New Town – 2019 electorate 2,716 comprising Clopton Road, Guild Street, Bridgefoot, Clopton Bridge, the river and the Town boundary in the north 20. Stratford-upon-Avon Tiddington – 2019 electorate 3,205 comprising Banbury Road and the river to the current town boundary in the east, excluding properties 7 to 153 Banbury Road, 11 to 73 Loxley Road, 2 to 44 Loxley Road, The Limes and Tudor House in Loxley Road, Beech Close, odd numbered properties in Manor Road, Saxon Close, 1 to 10 Tiddington Road and Riverbank Gardens 21. Stratford-upon-Avon Bridgetown – 2019 electorate 3,196 comprising Banbury Road, the river and the current town boundary in the south, including properties 7 to 153 Banbury Road, 11 to 73 Loxley Road, 2 to 44 Loxley Road, The Limes and Tudor House in Loxley Road, Beech Close, odd numbered properties in Manor Road, Saxon Close, 1 to 10 Tiddington Road and Riverbank Gardens 22. Wellesbourne North – 2019 electorate 3,102 comprising the parishes of Moreton Morrell, Newbold Pacey and Ashorne, Charlecote and the Hastings and Walton wards of the parish of Wellesbourne 23. Wellesbourne South – 2019 electorate 3,197 comprising solely of Wellesbourne parish (Mountford Ward) 24. Quinton – 2019 electorate 2,976 comprising Admington, Ilmington, Quinton, Whitchurch 25. Ettington – 2019 electorate 2,923 comprising Alderminster, Barcheston & Willington, Burmington, Ettington, Halford, Honington, Idlicote, Loxley, Pillerton Hersey, Pillerton Priors, Preston-on-Stour, Tidmington 26. Shipston North – 2019 electorate 2,891 comprising parishes of Tredington (both wards) and the north part of Shipston-on-Stour utilising a boundary running down the River Stour until it reaches Mill Street crossing it. At this point the boundary would bear right into Mill Street, go around the traffic island and enter West Street. Then it would turn right again into Darlingscote Road and follow it north to the extent of the parish 27. Shipston South – 2019 electorate 2,867 comprising the remainder of Shipston-on-Stour utilising the same boundaries as in (26) above and Stretton-on-Fosse parish 28. Brailes and Compton – 2019 electorate 2,853 comprising Barton-on-the Heath, Brailes, Cherington and Stourton, Great Wolford, Little Compton, Little Wolford, Long Compton, Sutton-under- Brailes, Whichford & Ascott 29. Red Horse – 2019 electorate 2,685 comprising Avon Dassett, Compton Wynyates, Farnborough, Oxhill, Radway, Ratley and Upton, Shotteswell, Tysoe, Warmington, Whatcote 30. Kineton – 2019 electorate 2,851 comprising Butlers Marston, Chadshunt, Combroke, Compton Verney, Kineton, Lighthorne 31. Bishops Itchington – 2019 electorate 2,965 comprising Bishops Itchington, Burton Dassett, Gaydon 32. Harbury – 2019 electorate 2,825 comprising Chesterton & Kingston, Harbury, Lighthorne Heath 33. Southam North – 2019 electorate 2,817 comprising the Mill Hill Ward and the Merestone (north) Ward of Southam Town 34. Southam South – 2019 electorate 2,499 comprising the Browns Bridge Ward and the Merestone (south) Ward of Southam Town 35. Long Itchington and Stockton – 2019 electorate 3,110 comprising Long Itchington, Stockton and Ufton 36. Napton and Fenny Compton – 2019 electorate 2,502 comprising Chapel Ascote, Fenny Compton, Hodnell & Wills Pastures, Ladbroke, Napton, Priors Hardwick, Priors Marston, Radbourne, Upper & Lower Shuckburgh, Stoneton, Watergall, Wormleighton During the ensuing discussion of the foregoing, reference was made to the proposals contained in the draft Submission Copy of the emerging Core Strategy in respect of a new village around Gaydon. The Panel acknowledged that such development would impact on the Warding proposals but considered that they would not be delivered before 2019. Accordingly, this would need to be addressed at the next Review and could result in an additional Ward being created. RECOMMENDED: (1) That the suggested Warding Arrangements outlined above be supported and recommended to the Council for support; (2) That, subject to the Warding Arrangements being supported by the Council, the Democratic Services Manager, in consultation with the Elections Reference Group be authorised to submit the Council’s proposals to the Local Government Boundary Commission for England. .
