OS-299 (7-18) PUBLICATION: TRANSMITTAL LETTER Publication 10C Nov. 2015 Edition Change #4 www.penndot.gov DATE: 5/5/2020 SUBJECT: Revisions to Design Manual, Part 1C Transportation Engineering Procedures November 2015 Edition, Change No. 4 INFORMATION AND SPECIAL INSTRUCTIONS: Incorporate the attached revisions into the November 2015 Edition of Publication 10C. These new guidelines should be adopted on all new and existing designs as soon as practical without affecting any letting schedules. TABLE OF CONTENTS -Updated for consistency with the revisions made as described below and with previously issued changes. CHAPTER 1 INTRODUCTION *Section 1.0 (Purpose and Objectives) *Section 1.1.A (Design Manual Series of Documents) -Deleted sentence at end of section with reference to Publication 70M, Guidelines for the Design of Local Roads and Streets. CHAPTER 3 PRELIMINARY ENGINEERING PROCEDURES *Section 3.5.K (Utility Identification and Verification) -Revised the second paragraph by adding second sentence that identifies information available on the PA One Call website. -Added eighth paragraph with reference to Publication 10, Design Manual 1, Chapter 8, Section 8.6 (Alleged Violation Report). *Section 3.6.D.3 (Plan Deliverables) -Revised subsection d (Typical Sections), first bullet by adding fourth and fifth sentences regarding preliminary pavement designs. CHAPTER 4 FINAL DESIGN PLAN DEVELOPMENT *General -Revised Project Schedules, Specifications and Constructability Section to Contract Management Section. -Deleted metric units. *Section 4.9.H (Roadway Lighting) -Revised every paragraph in subsection 1 (General Lighting Policies) except the last paragraph. -Revised first, second, third, sixth, and seventh paragraphs in subsection 2 (Lighting Design Approval Procedures). -Revised paragraph in subsection 3 (Legal Agreement Review and Preparation Procedures). -Revised third, sixth, and seventh paragraphs in subsection 4 (Guidelines for Highway Lighting Agreements with Electric Utility Companies). *Section 4.13.J (Addenda) -Revised section label (was Section 4.13.K). *Section 4.13.K (Disposal of Engineering Drawings) -Revised section label (was Section 4.13.L). *Section 4.14.C (Contract Management Review) -Revised eighth paragraph by deleting "up to 10 days" before "prior to bid opening". Gender neutral language has been updated in all revised pages, i.e., Table of Contents; Chapter 1; Chapter 3; and Chapter 4.
