Road Realty LLC Page 1 21 Scarsdale Road May 28, 2020 City of Yonkers, New York 10707 1 Executive Summary This Stormwater Pollution Prevention Plan (SWPPP) and accompanying project plans have been prepared in accordance with the New York State Department of Environmental Conservation (NYSDEC) State Pollutant Discharge Elimination System (SPDES) General Permit for Stormwater Discharges from Construction Activity (General Permit) latest revision, the New York State Stormwater Management Design Manual (Design Manual) latest revision, and the New York State Standards and Specifications for Erosion and Sediment Control latest revision. The Applicant, 21 Scarsdale Road Realty LLC, is proposing to redevelop the 2.87 acre property at 21 Scarsdale Road, in the City of Yonkers, New York 10707. The project, 21 Scarsdale Road Realty LLC, is a commercial development) that involves the conversion of the existing main office building to a medical office building (approx. 44,500 gross square feet). Site improvements will include the reconstruction of the site surface parking lot, the construction of a new parking structure and an addition to the existing main building of 3,000 gross square feet. The annex building (8,755 gross square feet) will remain. Other improvements will include stormwater quality control, landscaping and lighting improvements. The proposed project is a redevelopment with no increase in impervious area. The project will treat a minimum of 75 percent of the water quality volume from the disturbed, existing impervious area through the implementation of alternative stormwater management practices. In addition, the project will maintain existing drainage patterns as much as practical, maintain the rate of stormwater runoff resulting from the development, and mitigate potential impacts on water quality and erosion generated during and after construction. The pre- and post-development conditions were analyzed using the USDA Soil Conservation Service Publication Technical Release (TR-55) “Urban Hydrology for Small Watersheds”, which provides procedures for estimating runoff and peak discharges in small watersheds. The analysis is based upon the watershed areas, land coverage, soil group types, curve numbers (CN), times of concentration (Tc), rainfall distribution type, and rainfall amount for the design storm events.
