The 1995 constitution recognizes the Right to Development, stressing the role of people and the state in the development in Uganda, bringing to the fore to the need for balanced and equitable development. Therefore, this paper reflects on the effectiveness of the legal framework to development in Uganda, to examine the role of the state in the policy mechanisms for the interpretation of the right to development in Uganda; and to establish the challenges to effective implementation of the right to development. Uganda is faced with a real crisis, whatever decision made will have repercussions for a considerable period of time and its only people to decide for themselves. It can be surmised that there is a substantial section of the population who would like to process of political liberalization in the country. But in examining the issue we shouldn't only be moved by numbers but
