CAPITAL FOOTBALL ADVISORY GROUP TERMS OF REFERENCE | 31 March 2021 1. PURPOSE OF THE CAPITAL FOOTBALL ADVISORY GROUP The purpose of the Capital Football Advisory Group (CFAG) is to: (a) provide advice, recommendations and assistance to the Board, management and staff of Capital Football in relation to football/futsal related issues and topics. 2. ROLES AND RESPONSIBILITIES 2.1 Relationship with Capital Football While formed under the auspices of Capital Football, the CFAG is an independent group. The CFAG is expected to work collaboratively and proactively with the Board, management and staff of Capital Football. 2.2 Relationship of the CFAG The CFAG are a representative organisation of member clubs and any other relevant stakeholders and is expected to work collaboratively and proactively with the football/futsal community. 2.3 Relationship to Capital Football Playing Regulations As per the Capital Football Playing regulations: 4.3 Anything not covered by the Regulations will be referred to the Competition Manager for decision and subsequently communicated to the CFAG. 5.1.3 The Competition Manager can accept further entries during the season with the support of the relevant CFAG. 5.1.4 The Competition Manager can amend the number and composition of leagues with the support of the Board and relevant CFAG. 5.2.1 Any composite team must be signed off by Capital Football and the Board. They must also be put through the relevant CFAG. 3. MEMBERSHIP OF CFAG 3.1 Membership The CFAG will include up to 10 members, comprising: (a) Club nominated representatives; (b) a Capital Football Board member or other representative of the Capital Football Board, appointed from time to time by the Board of Capital Football; (c) a relevant Capital Football staff member; (d) external stakeholders who may include players, school, regional/national sports organisations and/or specialist skilled roles for the CFAG. 3.2 Appointment (i) Capital Football staff in consultation with the Board will seek nominations for any vacancies or impending vacancies; (ii) Nominations may be made by any member club or external stakeholder with the desire to ensure there is geographical spread across the Capital Football region, including Wairarapa and Horowhenua/Kapiti; • the expectations of Members set out in clause 3.5; and • any other matters that the Capital Football Board considers to be relevant. (a) Club Members will be appointed by the Capital Football staff, after seeking input from the then current chairs of the other CFAG and Board. 3.3 Term and replacement (a) CFAG Members will generally be appointed for terms of 2 years (with terms expiring 30 November). From 2021, half of the CFAG Members will be appointed for 1-year terms (to stagger terms so that there is always a reasonable level of continuing Members). Additional Members will be appointed for terms of up to 2 years, at the discretion of the Capital Football Staff. (b) There is no limit to the number of terms for appointment of a Member. (c) Members may resign but should give at least 3 months’ notice of such resignation. (d) Members may be removed and replaced by the Capital Football staff notwithstanding their term has not yet expired, if the Capital Football considers this is appropriate to maintain the effective operation of the CFAG. 3.4 Chairperson The CFAG will appoint its own chairperson (Chairperson) from among the Members on an annual basis, at the first meeting after 30 November in each year. 3.5 Expectations Members are expected to: (a) attend the agreed meetings for the duration of their tenure; (b) be proactive and committed; (c) communicate with their allocated clubs pre- and post-meetings and represent the views of all allocated clubs; (d) be approachable and mindful of other people’s opinions and perspectives; and (e) work effectively and collaboratively with other Members, Capital Football and other stakeholders. 3.6 Costs Members are not remunerated for their membership. 3.7 Independence of Members CFAG Members are expected to have a role of bringing forward concerns and views from football/futsal communities, respectively. 4. MEETINGS 4.1 Frequency and timing The CFAG should aim to meet between 3-4 times per year. The timing of meetings will be set by the Chairperson or Capital Football staff. Members are encouraged to meet in person where possible, but meetings should allow for videoconference and teleconference to maximize attendance (reflecting the size of the Capital Football region). 4.2 Quorum A quorum for a meeting of the CFAG is half of the Group’s then current Members. No business may be transacted if the quorum is not met. 4.3 Meeting Procedure The CFAG shall regulate its own meeting procedure. 4.4 Attendance (a) Members are not entitled to send an alternate in their place if they cannot attend a meeting. (b) Other persons may be invited to attend CFAG meetings at the discretion of the Chairperson. 4.5 Secretary Capital Football will provide the secretariat function for the CFAG (which may be performed by the relevant Capital Football staff member or another person appointed by Capital Football). The responsibilities of the secretariat include: (a) preparing and distributing the agenda and associated papers prior to meetings; (b) recording and circulating the minutes following the meeting; and (c) managing the organisational arrangements for meetings. 4.6 Decisions The CFAG will endeavor to make recommendations by consensus. In the absence of consensus, decisions will be made by majority. Recommendations will be recorded in the meeting minutes. Recommendations are submitted to the Capital Football board (at their November meeting) for approval before implementations for the following season. All approved changes will be publicised in the regulation and Capital Football information evenings. 4.7 Reporting to the Board Copies of CFAG meeting minutes will be provided to the Capital Football Chief Executive and Board. 5. AMENDMENT TO TERMS OF REFERENCE These terms of reference may be amended from time to time by the Board of Capital Football, after consultation with the CFAG. APPENDIX I 1.
