CYLC continues to build on its proud history of achievements. Every year CYLC staff and Board Members work on land and sea matters with Traditional Owners and other stakeholders across Cape York to increase positive outcomes for Aboriginal people. Foremost amongst CYLC’s activities is effective delivery of Native Title Representative Body statutory functions as provided under the Native Title Act 1993 , and the requirements of your department’s Program Funding Agreement. The past year has been no exception to this record of performance. In ongoing partnership with your government, and based on CYLC’s past and future achievements, I look forward to progressively realising the long held aspirations of the Aboriginal people of Cape York to regain and enjoy their rights to land and sea so they can preserve their culture and have increased opportunities to achieve a better future. I submit the CYLC 2012-13 Annual Report for your consideration. Yours sincerely, Richard Ah Mat Chairperson Cape York Land Council Page | 1 Cape York Land Council Annual Report 2012 - 13 ACRONYMS ................................................................................................................................ 4 REPORT BY CHAIR ................................................................................................................... 5 REPORT BY CEO ....................................................................................................................... 7 CYLC OVERVIEW..................................................................................................................... 10 Background ........................................................................................................................... 11 Representative Area ............................................................................................................. 12 Functions ............................................................................................................................... 12 Organisational Structure ....................................................................................................... 14 REPORT ON PERFORMANCE ................................................................................................ 15 Native Title Unit ..................................................................................................................... 15 Native Title Determination Applications and Regional Research Strategy ...................... 17 Indigenous Land Use Agreements ................................................................................... 22 Other Legal Actions........................................................................................................... 25 State Land Dealings & National Park Transfers Unit ....................................................... 25 Aboriginal Freehold Overview ........................................................................................... 26 Community Relations Unit ..................................................................................................... 29 Future Acts Unit ................................................................................................................ 29 PBC Support Unit .............................................................................................................. 30 Strategic Outcomes Unit ....................................................................................................... 32 Performance Analysis ........................................................................................................... 34 CORPORATE GOVERNANCE ................................................................................................. 36 Board of Directors ................................................................................................................. 36 Senior Management Team .................................................................................................... 39 Risk Management ................................................................................................................. 39 Corporate and Operational Planning .................................................................................... 40 Financial Management .......................................................................................................... 40 Ethical Standards .................................................................................................................. 40 Remuneration for Senior Management ................................................................................. 41 MANAGEMENT OF HUMAN RESOURCES ............................................................................ 42 Staff Overview ....................................................................................................................... 43 Training and Development .................................................................................................... 43 Impact and features of Certified Agreements and AWAs ..................................................... 44 Occupational health and safety performance ....................................................................... 44 Indemnities and Insurance Premiums................................................................................... 44 CONSULTANTS, TENDERING AND COMPETITIVE CONTRACTING .................................. 45 FINANCIAL STATEMENTS ...................................................................................................... 46 Page | 2 Cape York Land Council Annual Report 2012-2013 List of Figures Figure 1 -
