WHEREAS,this Commissionconducted ordinary elections to the urban local bodies durinsOctober 2011 as notified in the S.O.third read above; 3. WHEREAS, the District Election Officer/District Collector, KancheepuramDistrict, in his letter fourth read above reported that 302 candidates contested in the said ordinary elections for various offices failed to lodge copies of their account of election expensesas directed by this Commission; 4. WHEREAS, based on the report of the said District Election OfficerlDistrict Collector, Kancheepuram, a show cause notice was issued in the reference fifth read above to each of the contested candidate, who failed to lodge a true copy of the account of election expenses in the ordinary election held during the month of October 20II, through the District Election Officer/District Collector, calling for explanationwithin 2l days of the receipt of the said notice, as to why action should not be taken against him as per sub-section(2-A) of section 49 of the Tamil Nadu District MunicipalitiesAct, 1920(Tamil Nadu Act V of 1920); 5. WHEREAS, the said District Election Officer/District Collector, Kancheepuram in his letters sixth read above, has now reported that out ofthe said 302 contestedcandidates, two contested candidatesThiru K.Raju, Ward No. 5, Mamallapuram Town Panchayatand Thiru.Sendamarai,Ward No.11, SriperumpudurTown Panchayatexpired, 190 contestedcandidates, lodged the account of election expenses and the remaining 110 contested candidates have neither submitted their explanations nor lodgedthe accountofelection expensesinspite ofthe show causenotices issued to them; 6. WHEREAS, on receipt of show causenotice 14 candidateshave submittedtheir accounts directly to the StateElection Commission; 7. WHEREAS, in view of the said report of the District Election Officer/District Collector and of above facts, Tamil Nadu StateElection Commission is satisfiedthat 110 candidateslisted in column (3) of the Table below againstthe contestedelection mentioned in the correspondingentry in column (2) thereof,have failed to lodgetheir accountofelection expensesas requiredby or underthe said Act and have no good reason or justification for the failure. 8.
