Allington Parish Council Clerk Jane Tier, 40 Firs Road, Firsdown, Salisbury, SP5 1SL Tel 01980 862953 Minutes of the Allington Parish Council Monthly Meeting on 5th February 2019 held at Boscombe Social Club at 7.30pm Present: Cllr Brunton, Cllr Smith, Cllr Banks, Cllr Hill, Cllr Stanford, Andy Bennett and the Clerk Jane Tier Tina Roylance – Police Community Support Officer Prior to the meeting Tina updated the P.C. on the following; There has been a spate of ‘Rogue Traders’ in the village and the police are aware of this and have patrolled the areas that the issues took place. Time permitting, the police will patrol the village and focus on any areas where there may have been an issue, break-in, etc. The Amesbury Police Station is a Satellite station and is not permanently manned. Residents are requested to call 999 in case of emergencies. Bourne Hill in Salisbury is manned police station should residents wish to speak to an officer. Item Xx/18 1.19 To receive apologies Members who cannot attend a meeting shall tender their apologies to the Parish Clerk prior to the meeting as, under Section 85(1) of the Local Government Act 1972, the members present must decide whether the reason(s) for a member's absence shall be accepted and any other urgent matters or items of information from councillors, or for referral to the appropriate working party. Tom Peacock tendered his apologies which were accepted by the Parish Council Cllr Smale tendered his apologies due to illness 2.19 Declarations of interest (a) To receive Declarations of Interest in respect of matters contained in this agenda, in accordance with the provisions of the Localism Act 2011 in respect of members and in accordance with the provisions of The Local Government Act 1972 in respect of officers. Cllr Brunton agenda item 9.19 (b) To receive any Dispensation Requests received by the Parish Clerk and not previously considered. 3.19 To consider any urgent business raised by the public in public discussion, and any other urgent matters or items of information from councillors, or for referral to the appropriate working party. None 4.19 Approve and sign minutes of 4th December 2019. Cllr Standford proposed, Cllr Bennett seconded. Allington Parish Council agreed the December minutes without amendment 5.19 Discuss and Vote on current planning applications and update on Allington Development 19/00685/FULL; Alter existing access with new entrance, wall and gates 1-2 School Cottages, Tidworth Road, Boscombe, Salisbury, Wiltshire, SP4 0AB Cllr Brunton proposed to approve. Cllr Hill seconded. Allington Parish Council resolved no objections to the planning application. Allington Development Cllr Brunton reported the Allington Development had started, 7th January 2019. The Contractors are in the process of moving a large amount of earth from the top of the site to the bottom of the site to ensure there is no earth movement when the build has started. Steel piling on the site to also assist with securing the entrance road to the development is complete. 6.19 Area Board Update (Cllr Smale) Cllr Smale sent his apologies 7.19 Recreation – Play Area Update The Play Inspection Company has undertaken the Annual ROSPA Safety report for the play area. The majority of the report is scored at 99% low risk with some minor items needing attention. The P.C. has contacted Wiltshire Council regarding the use of R2 funds to replace the fence around the play area. Wiltshire Council has agreed the use of the Allington R2 funding for the project and three quotes have been received. Cllr Brunton proposed. Cllr Hill, seconded. Allington Parish Council resolved to accept the quote from Tytherley Fencing. 8.19 Cllr Bennett to report on A338 (Stonehenge meeting) Cllr Bennett reported on a meeting he attended regarding the A303 Stonehenge tunnel organised by Highways England. The P.C. then discussed the closure of the Allington track. Cllr Bennett will represent the PC at future meetings. 9.19 Discuss and vote on Winter Tidy-up as in previous years (cost not to exceed £400) Cllr Brunton reported on the plan for a Village Winter Tidy-up (as per previous years) whereby his gardener will carry out various tasks in the village, clearing leaves, weeding paths and drains, cutting back shrubs and removing ivy from trees in Chalk Pit. Cllr Smith proposed. Cllr Hill seconded. Allington Parish Council resolved to agree to fund the Winter Tidy-up, cost not exceeding £400. Cllr Brunton abstained. 10.19 Monthly Cheque Signing and Vote to agree monthly accounts Monthly Bank Balance £16,182.14 Monthly Cheques: Idverde – £10.32, Jane Tier – £281.58 Cllr Smith proposed. Cllr Stanford seconded. Allington Parish Council resolved to agree the monthly cheques and Bank statement Action: Cllr Brunton and the Clerk to meet with the P.C. accountant to discuss the fixed asset reports in relation to the APC Insurance Policy 11.19 Correspondence None 12.19 AOB The P.C. discussed various trees in the village that are overgrown and need to be cut or topped. There is an issue with Wiltshire Council regarding the ownership of some of these trees whereby the P.C. are trying to ascertain who is responsible for the upkeep. Cllr Brunton has written to Wiltshire Council to request information on this matter but has not received a reply. Our village grit bins have been filled and Cllr Smith plans to distribute salt bags to specific elderly residents. 13.19 To confirm the date of the next full Parish Council meeting. The next meeting is on Tuesday 12th March 2019 14.19 To close the meeting. The meeting closed at 8.20pm Councillors are asked to note that in the exercise of their functions, they must take note of the following: Equal Opportunities (race, gender, sexual orientation, marital status and any disability); Crime & Disorder, Health & Safety, and Human Rights.
