(a) Confirmation of the The Chairman welcomed the Members of the SEAC for the 73rd meeting. minutes of 72nd The minutes of 72nd SEAC meeting were discussed and confirmed SEAC meeting held on 04.02.2016 05.02.2016 & 06.02.2016 2 F.5059 Project Proposal for This is for obtaining Environmental Clearance for proposed Table Re-Construction of project of Re-Construction of fish landing Centre at Mookaiyur in Agenda fish landing Centre at Ramanathapuram District, under Category B and Schedule no. 7 (e) by Mookaiyur in the Fisheries Department for handling fish catch of 8000 TPA . The Ramanathapuram project is reported to be covered under CRZ I,III & IV. The proponent District under has submitted application in Form-I, SCMZA letter dated 27.08.2014 Category B1 and and DPR. Schedule - 7 ( e ) by The proponent informed that the State Coastal Zone Fisheries Department management Authority has considered the proposal in their 79th meeting held on 18.08.2014 and vide letter no. 15621/EC-3/2014- 1 dated 27.08.2014 recommended the proposal to National Coastal Zone Management Authority ,GOI, to consider the proposal for Clearence under the Coastal regulation Zone Notification 2011 for the following activities subject to conditions mentioned therein: Construction of fish landing centre for 400 MFB( Mechanised Fishing Boats) and 200 Vallams (Small FRP boats) with following facilities:- 1. Pair of Break water on Eastern and Western side (L-520 & 635 m respectively) 2. Dredging- 38,650 cubic metre and Excavation- 2,61,400cubic metre. 3. Diaphragm wall (400m) 4. Coastal Protection bund-175m & 125m. 5. Auction hall, Net mending centre, , Workshop, Boat repair yard, Slip-way, STP/ETP, Gear room, Power room, Pump house/pump room, Admin and bank building, Marine provision shops, Canteen, Fresh and bore water sump, Toilets, Compound wall and gate. The proposal was presented in the 73rd SEAC meeting. The proponent informed that the MoEF&CC, GOI has directed them to obtain Environmental Clearance from SEIAA as the project is covered under Category ‘B’ of EIA Notification 2006. After presentation by the proponent and detailed discussion, the Committee resolved to consider & recommended to SEIAA- TN for the issue of EC with exemption from Public hearing process (as per the EIA Notification 2006, para 7(i) in Sub-Para III, item no.(cc) -relating to Stage(3)-Public Consultation is Exempt for Maintenance dredging Provided the dredged material shall be disposed within Port Limits/activity area) and as recommended by the State CZM Authority after submission of the following /additional details:- i. Letter from MoEF & CC,GOI, as stated by project proponent. ii. To furnish NOC from the Forest department, as project is located within 5Km of Notified Eco sensitive zone - “The Gulf of Mannar” . Additional details: 1. Assessment and collection of detailed comprehensive baseline data on the diversity, distribution and status of coral reefs, sea grass beds associated benthic assemblages and fish population within 5Km radius shall be collected by forming 500 sq.mt grids and submitted to SEIAA-TN and Wildlife warden, Gulf of Mannar Marine National Park before commencement of the project work. The assessment should be done by involving reputed research institutions/organizations with over 15 years experience in coral reef and sea grass research and assessment and monitoring in Gulf of Mannar. 2. Comprehensive plan for monthly monitoring of coastal ecology including coral reef and sea grass beds within 5Km radius shall be submitted to SEIAA with ‘ 7days’ . The monitoring shall be conducted during construction and operational period by involving reputed research institutions/organizations with over 15 years experience in coral reef and sea grass research and assessment and monitoring in Gulf of Mannar.The monthly monitoring report shall be submitted to Wild Life Warden, Gulf of Mannar Marine National Park and Chief Wild Life Warden Chennai biannually. 3. The project activity shall not alter the coastal ecology including coral reefs, sea grass beds, associated benthic assemblages, fish population and environmental quality. 4. Detailed Risk Assessment report for the Migration of boats from other areas to this site. 5. Evaluate and furnish report on quantity of dredging waste that may be generated and mode of disposal plan. Before commenecement of work. 6. Report on social, ecological and economical impacts due to the implementation of the project shall be submitted before commenecement of work. 7. All CRZ conditions shall be complied. 3 443 Proposed The Proponent of “M/S. K.R.C. Housing & Infrastructure Construction of company” has applied for Environment Clearance for the proposed residential project by Construction of residential project with built up area of 31621.93 Sq.m at. “M/S. K.R.C. S.Nos. 348 etc., Chettipalayam Village, Tiruppur Taluk, Tiruppur District Housing & on 14.02.2011. Infrastructure The Committee further observed that the above project comes company”at S.Nos. under Item No 8(a) of the Schedule. These proposals are for seeking Environmental Clearance for mining of minor minerals. The SEAC while appraising in detail, the Project proposals furnished by the proponent, took into consideration of the impact on pollution that is possible in these types of activities and after verification of the details furnished by the proponent recommended the proposals subject to the verification of the following: 1. The distance between the mining area and interstate border,wherever necessary. 2. The distance between the mining area and the boundary of Western Ghats, Prohibited area wherever necessary. 3. One month base line data be collected to ensure the pollution within the limits. The following should be incorparated as conditions in EC. 1.Free silica test should be conducted and reported 2. Air Sampling at intersection point should be conducted and reported 3. Bunds to be provided at the boundary of the project site. 4. Ground water quality monitoring should be conducted once in 3 Months 5. Transportation of the quarried materials shall not cause any hindrance to the Village people/Existing Village road. 6. Rainwater shall be pumped out Via Settling Tank only 7. The project proponent shall undertake plantation/afforestation work by planting the native species on all side of the lease area 8. Atleast 10 neem trees should be planted around the boundary of the quarry site. 9. Floor of excavated pit to be levelled and sides to be sloped with gentle slope (Except for granite quarries) in the mine closure phase. 10. Earthen bunds and barbed wire fencing around the pits with green belt all along the boundary shall be developed and maintained. 11. The Project Proponent shall ensure a minimum of 2.5% of the annual turn over will be utilized for the CSR Activity 12. The Project Proponent shall provide solar lighting system to the nearby villages 13. The Project Proponent shall comply the mining and other relevent rules and regulations where ever applicable. 14. GPS coordinates for ground water table is to be provided. 15. The mined out pits should be backfilled where warranted and area should be suitably landscaped to prevent environmental degradation. The mine closure plan as furnished in the proposal shall be strictly followed with back filling and tree plantation. 16. Safty distance of 50m has to be provided incase of railway, reservoier, canal/odai 17. As per MoEF&CC, GoI, Office Memorandum dated 30.03.2015, prior clearance from Forestry & Wild Life angle including clearance from obtaining committee of the National Board for Wild life as applicable shall be obtained before starting the quarring operation, if the project site is located within 10KM from National Park and Sanctuaries. 18. Safety equipments to be provided to all the employees. 19.The quarrying activity shall be stopped if the entire quantity indicated in the Mining plan is quarried even before the expiry of the quarry lease period and the same shall be monitored by the District Authorities.
