24TH ANNUAL HIGHWAY REPORT STATE SUMMARIES by Baruch Feigenbaum August 2019 Reason Foundation’s mission is to advance a free society by developing, applying and promoting libertarian principles, including individual liberty, free markets and the rule of law.
