An Act to Preserve Community Preservation Filed by Senator Cynthia Stone Creem (S.1618) and Representative Ann-Margaret Ferrante (H.2463) The Community Preservation Act (CPA) builds housing, ball fields and playgrounds, restores historic landmarks, and protects beloved local farms and open space CPA is a hugely successful state/local partnership that supports parks and open space, affordable housing, and historic preservation. CPA has raised over $2.1 billion in public funds since it began in 2000, allowing for 15,000 affordable housing units created and supported, 29,000 acres of open space preservation, 5,100 appropriations for historic preservation, and 2,200 outdoor recreation projects. Today, 175 communities and 60% of Massachusetts residents have CPA. However, the success of CPA is now in jeopardy. The program relies on locally raised revenue met with a state match, and the funding mechanism for the state match has NEVER been updated to reflect inflation and demand. What was once a robust match is now in the low teens will fall close to single digits in 2019 without legislative action. “An Act to Preserve Community Preservation,” filed by Senator Cynthia Stone Creem (S.1618) and Representative Ann-Margaret Ferrante (H.2463) , is a proposal to adjust the recording fees at the State’s Registries of Deeds that provide the revenue for the CPA Trust Fund.
