Athabasca Basin •3 FNs, 4 Municipalities English River FN Southend (PBCN FN) Pinehouse LLRIB 6 Cameco- Pinehouse Pinehouse, Saskatchewan ● 500 KM north of Saskatoon, ● 200 KM south of Key Lake ● Had an existing business – Pinehouse Business North (2007) ● Signed CA in December 2012 ● Agreement was centered around development of new mine – Millennium ● Camp ● Road 7 Cameco- Pinehouse Post-CA Challenges ● Millennium parked due to market conditions ● PBN struggling to define what type of business they were – Failed JV efforts with other companies ● Lack of capacity at management level ● Specific provisions within the CA that provided business opp. for PBN were ill-defined – Environmental Waste Services (EWS) – Labour Services 8 Cameco- Pinehouse PBN EWS Division ● To help grow EWS division, Cameco did the following: – Undertook scoping exercise – Direct sourced in-scope items – Seconded multiple SME’s from Cameco to PBN – Funding for training, business plans, and policy/procedure development 9 Cameco- Pinehouse Business Development Project ● Launched by Cameco in 2015 to help develop PBN’s capacity in civil side ● Purchased nearly $2 million in equipment for PBN ● Cameco SME’s to helped develop policy/procedures in a variety of areas ● Dollars for business plans, trainee positions and professional development 10 Cameco- Pinehouse Labour Services ● Designed for 8 individuals to work at sites and in community – Multiple issues around this ● Tried using the dollars as a “labour bank” – Difficult to track and agree upon ● Negotiated amendment to CA for usage of dollars: – ½ for training – safety/apprenticeships/GED /professional/post-sec – ½ for PBN to help maintain management team 11 Cameco- Pinehouse PBN/Pinehouse Results ● PBN has developed leading comm. based training program – 20 + apprentice’s in comm. – Certified safety trainer - Sask Polytechnic. – 100’s trained in basic safety and other courses ● Since 2013, 59 residents hired thru Cameco – countless others thru PBN ● From 2013-16 PBN sole source revenue up 300% – Found est. partner for MEI JV 12 Cameco- Pinehouse Learnings ● Agreements are the basis for long term partnerships but must be flexible ● Community owned businesses not only provide jobs, but also help address other challenges – PBN built arena / elders’ complex using all PBN labour and $’s from agreement ● Don’t be afraid to share your expertise 13 Cameco- Pinehouse Questions Thank you! cameco.com.
