Brief Introduction of Chengdu and Pujiang County I. Introduction to the Investment Environment of Chengdu Chengdu, known as the "Land of Abundance" since ancient times, is an important economic center, science and technology center, cultural and creative center, foreign exchange center, and integrated transportation hub in the western region of China. Chengdu is 500 meters above sea level, with a subtropical humid monsoon climate, an annual average temperature of 17.5℃, and a forest coverage rate of 38.7%. Chengdu enjoys a history of more than 2,300 years. It is elected as one of China’s first famous historical and cultural cities and top ten ancient capitals, the permanent venue for holding the Intangible Cultural Heritage Festival in China, and Asia's first " City of Gastronomy" by UNESCO. As of March 2017, there were 278 Fortune 500 Companies settled in Chengdu, which sent Chengdu to the first place in the central and western regions in terms of enterprise quantity, amount of investment, and industry coverage. In 2017 Chengdu’s GDP reached 1,388.939 billion RMB. Up to now, 16 countries have established consulates in Chengdu, including the United States, Germany, South Korea, Thailand, Singapore, France, Pakistan, Sri Lanka, Australia, Israel, New Zealand, the Philippines, the Czech Republic, India, Poland and — 1 — Switzerland. Chengdu is the most popular city in the central and western regions of China among foreigners, with nearly 20,000 long-term foreign dwellers from 160 countries and regions. As of February 2017, Chengdu Shuangliu International Airport has witnessed 209 navigable cities, and there were 270 international and domestic routes and 95 international (regional) routes. In 2016 its passenger throughput exceeded 46.03 million person-times, which secured it among the top 50 airports across the world. The construction of Chengdu Tianfu International Airport started in 2016. The first phase is expected to be completed in 2019 and put into operation in 2020. With a full length of 9,826km, Chengdu-Europe Expressway starts from Qingbaijiang Container Center Station in Chengdu and exits China from Alataw Pass in Xinjiang. It passes through Kazakhstan, Russia, etc. The middle line reaches Lodz in Poland, Nuremberg in Germany and Tilburg station in the Netherlands, and the south line reaches Central Asia and Turkey. The north line leads to Russia. Chengdu is the important base of talented people and science and technology in Western China, whose number of talents ranks the 4th place nationwide, and the 1st in the western region, including 35 academicians of the Chinese Academy of Sciences and the Chinese Academy of Engineering, 121 young and middle-aged experts who — 2 — make outstanding contributions to the country and 2,814 experts entitled to the special subsidies of the State Council. Now there are 56 universities and colleges including Sichuan University, University of Electronic Science and Technology of China, Southwest Jiaotong University and Southwestern University of Finance and Economics, with 750,000 students, which can provide enterprises with around 150,000 graduates. It has 125 secondary professional schools, including technician institutes, offering a full variety of specialties, with 280,000 students. Besides, it has established the diversified occupational education training system. II. Introduction to Pujiang County Location Map of Pujiang in Chengdu Pujiang County is located in the southwest of Sichuan Basin and on — 3 — the southwestern fringe of Chengdu Plain. Under the Chengdu Municipal Government, Pujiang is in the border region between Chengdu, Ya'an, Leshan and other large- and medium-sized cities, the Tourism Development Zone of Sichuan, and the Economic Circle of Chengdu (with a travel time of less than half an hour). It is an important passageway in the southwest of Chengdu, the strategic passage between Sichuan and Tibet/Yunnan Province, a transportation hub, and a materials distribution center. It covers an area of 583 square kilometers and governs 7 townships, 4 villages and 1 sub-district, with a population of 280,000. Its forest coverage rate reaches 53.1% and surface water the national level Ⅲ standard. It is a national ecological demonstration county, national sanitation county, and national leisure agriculture and rural tourism demonstration county. Pujiang is rich in natural resources; "Pujiang Yacca Tea", "Pujiang Kiwi" and "Pujiang Ugly Orange" have been awarded the title of China Protected Geographical Indication Products. (I) Traffic Location of Pujiang County — 4 — Figure 2: Map of Major Roads in Pujiang County Pujiang County has established the traffic network featured by "two highways, three railways, and five expresses", which includes Chengdu-Ya’an Highway, Chengdu Economic Zone Beltway (the third beltway in Chengdu), Chengdu-Pujiang High-speed Railway, Chengdu-Ya’an Railway, branch of Chengdu Metro Line 12, G318 National Road, Chengdu-Xinjin-Pujiang Express, Xinjin-Pujiang Express, Pujiang-Mingshan Express, Pujiang-Danling Express, etc. In terms of air transport, Pujiang is 55km away from Chengdu Shuangliu International Airport and 60km away from Chengdu — 5 — Tianfu International Airport. (II) Introduction to Sino-German (Pujiang) SME Cooperation Zone The Cooperation Zone has a total planning area of 30 square kilometers, with focus on industrial infrastructure components, intelligent hardware for life, cutting-edge precision manufacturing, new energy manufacturing, bio-medicine, modern food and other industries. The Cooperation Zone has won great support from the Ministry of Industry and Information Technology of People’s Republic of China and other ministries and commissions. In 2014, Sino-German (Pujiang) SME Cooperation Park was licensed by China Center for Promotion of SME Development and China International Cooperation Association of Small and Medium Enterprises, thus being the third in China and the first in the western region among its kind. In 2015 it was included in the “one center, three districts, and one base” for building the Sino-German Innovation Industry Cooperation Platform (Chengdu) as one district or the SME cooperation district, and has become an important platform and pioneering project of Chengdu to integrate the “Belt & Road” Initiative. Sino-German (Pujiang) SME Cooperation Zone was officially approved on July 27, 2016 and licensed in December 2016 by the Ministry of Industry and Information Technology of People’s Republic of China. It has introduced enterprises and centers such as Bosch Packaging, Bosch Power Tools, Bosch Packaging Asia-Pacific R&D Center, Sealy from the United States, Kaleen — 6 — Environment from Australia, Joyvio of Lenovo, China National Food Industry (Group) Corp., and KUKA Certified College for Robot. There are currently 159 enterprises and 63 ones above designated size in the Cooperation Zone. (III) Introduction to Modern Agriculture Park of Pujiang With a total area of 0.23 square kilometers and the expected investment of 450 million yuan, the Modern Agriculture Park of Pujiang consists of fresh-preserved storehouse, exhibition and exchange centre, research centre and incubator, hotels and storage and logistics centre. — 7 — (IV) Some Scenic Spots in Pujiang County (pictures attached) Shixiang Lake 4A Scenic Area: Twelve kilometers southwest of Pujiang County, it is located at the 86km exit of Chengdu-Ya’an Express. The scenic area is warm with beautiful environment, unique natural resources, scenic meadow, flowers, mountains, wetlands, pond, and lake. It has a variety of landscapes. There are 10,000 mu of original and secondary forests, 800mu of water, 400 mu of artificial grassland, a flower zone with 10 million flowers and more than 20 tourist attractions. The original and artificial landscapes blend in with each other. The Tulip Festival from March to May and the Lily Festival from September to November every year attract tens of thousands of tourists from all over the country. It has become a demonstration project in eco-tourism, leisure and vacation in Western China. — 8 — Mingyue International Pottery Village, Ganxi Town: The village is located in Ganxi Town of Pujiang County, an ancient post on the Tea-Horse Road of the Tang and Song dynasties. The village has 8,000 mu of Phyllostachys praecox, 3,000 mu of ecological tea garden, four ancient Qiong kilns (one of the famous folk porcelain kilns in China) and other resources. Themed “porcelain culture” and based on Mingyue International Porcelain Art Culture Creation Park, a cultural, ecological and vocational village has been built that combines production and sales, culture exhibition, creative experience, leisure sports, meditation, health maintenance, and pastoral vacation.
