Call to Order, Pledge of Allegiance, Roll Call John Pedrozo, Chairperson of the San Joaquin Joint Powers Authority (SJJPA), called the meeting to order at 1:30 PM. The Pledge of Allegiance was led by Member Frazier. Board Members Present: Chairperson Pedrozo, Vice Chair Tatzin, Blalock, Ishida, Chiesa, Johnson, and Frazier. 2. Consent Calendar 2.1 Approve Minutes from May 27, 2016 Board Meeting ACTION 2.2 Approve Next SJJPA Board Meeting Location and Time ACTION 2.3 SJJPA Operating Expense Report INFORMATION Vice Chair Tatzin mentioned a conflict with the recommended date of the next board meeting. Mr. Leavitt expressed a willingness to change it. M/S/C (Tatzin/Johnson) to amend Item 2.2 of the Consent Calendar to reflect the new meeting date of November 3, 2016. Passed and Adopted by the San Joaquin Joint Powers Authority on July 22, 2016, by the following vote to wit: Ayes: 7 Chairperson Pedrozo, Vice Chair Tatzin, Blalock, Ishida, Chiesa, Johnson, and Frazier Noes: 0 Abstain: 0 Absent: 3 Vice Chair Perea, Verboon, and Hume 3 of 103 M/S/C (Tatzin/Chiesa) to approve Item 2.1, 2.2, and 2.3. Public Comment Kevin Romick, City of Oakley Mayor, introduced Planning Manager Joshua McMurray. Mr. McMurray provided a presentation on the potential Oakley station renderings. The content of Mr. McMurray’s presentation is available in the PowerPoint slides for this agenda item (available on the website). David Biggs, City Manager for the City of Hercules, discussed the completion of the City’s Bay Trail development project. He also discussed the Path to Transit phase, which is the next step in completing their Intermodal Transit Center. Doug Kerr, representing RailPAC, congratulated the SJJPA on the successful launch of the 7th Daily Round-trip. Mike Barnbaum, founder of Ride Downtown 916, mentioned the upcoming football game between Sacramento State and Fresno State on September 10th, and the possibility of travelling to it via train. There were no additional public comments. 4. City of Antioch Presentation on “Rivertown Revitalization Project” Wade Harper, City of Antioch Mayor, began this item by welcoming everyone and briefly describing the city’s many strengths. Member Blalock highlighted the importance of the eBART service being constructed in Antioch. Lizeht Zepeda, Antioch Economic Development Program Manager, presented next on the city’s Rivertown Revitalization Project. Bay Area Council Presentation on “The Northern California Megaregion” Report Micah Weinberg, President of the Economic Institute at the Bay Area Council, began the item with a presentation on the Institute’s recently released “The Northern California Megaregion” report. The content of Dr. Weinberg’s presentation is summarized in the Board Briefing Materials, and in Dr. Weinberg’s PowerPoint slides for this agenda item (available on the website). Mike Barnbaum mentioned the importance of the San Joaquins’ train and bus system in connecting most of California, as well as extending the reach of the Northern California Megaregion. Mr. Barnbaum stressed the need for a comprehensive overview of the San Joaquins Thruway Bus system. 6. Approve Resolution of the Governing Board of the San Joaquin Joint Powers Authority Approving the Minor Capital and Safety and Security Projects for Fiscal Year 2016/2017 and Authorizing and Directing the Executive Director to Execute all Documents and Agreements Related to the Projects ACTION Mr. Schmidt began this item with a presentation outlining a list of minor capital, safety, and security projects and estimates. The content of Mr. Schmidt’s presentation is summarized in the Board Briefing Materials, and in Mr. Schmidt’s PowerPoint slides for this agenda item (available on the website). Member Blalock pointed out the absence of security cameras in the list of projects. Mr. Schmidt said security camera installations are being discussed, but are not included in this projects scope of work. He also pointed out the inclusion of workstation and router upgrades, which will help to improve the electronic surveillance system at stations. Chair Pedrozo asked for a motion. M/S/C (Blalock/Tatzin) to approve resolution of the Governing Board of the San Joaquin Joint Powers Authority approving the minor capital and safety and security projects for Fiscal Year 2016/2017 and authorizing and directing the Executive Director to execute all documents and agreements related to the projects.
