The Department of Planning, Transport and Infrastructure (DPTI) deferred its review of the SDR, pending confirmation of the scope of investigations and planning policy reform which enables growth at Roseworthy. Subsequent to lodging the original SDR in December 2012, Council has reached agreement with the Minister for Planning on a Statement of Intent for the advancement of the Roseworthy Township Expansion Development Plan Amendment (DPA). This DPA seeks to provide appropriately zoned land for the growth of the Roseworthy Township. Council is committed to undertaking this DPA in the endorsed form and, as a result will not be seeking to progress the scale of urban growth at Roseworthy envisaged by The 30 Year Plan for Greater Adelaide and as outlined as a high priority project in the SDR. Council continues to progress other relevant DPA’s and planning studies, having advanced a number of projects over the interim period. Given the time which has passed since Council endorsed the SDR, this Addendum updates the ‘Development Plan Amendment Programme table’ and ‘Planning Studies and Initiatives table’ and ‘Ongoing Matters table’ which now accurately reflect the current purpose, status and timing of relevant projects which will continue to be implemented over the next 5 years through Development Plan Amendments and allied planning studies. Priorities and assigned target dates for commencement of DPA’s and studies have also been updated. Projects of particular note include: • Re-definition of the Roseworthy Township Expansion DPA; • Advancement of the Nuriootpa West (Industry BVR Zone) DPA; • Advancement of the Kapunda Town Centre, Mine Historic Site & Environs DPA; • Progression of specific elements of the Townships Review Planning Study (now ‘Township Futures’); • Inclusion of a Heritage DPA to recognise the outcomes of the Heritage Policy Review; • Inclusion of a Character Preservation Planning Study to meet the requirements of the Character Preservation (Barossa Valley) Act 2012; and • Updated Table 3 ‘Ongoing matters’. The following tables outline Council’s Development Plan Amendment Programme and Planning Studies which will ensure that the Development Plan is updated to reflect the 30-Year Plan for Greater Adelaide while also addressing the aspirations of the Light Regional Council and its community. Specifically, Council wishes to put in place a ‘road map’ to ensure that its Development Plan can be updated in a coordinated manner to reflect the directions contained within the State Government’s 30-Year Plan for Greater Adelaide while also supporting the aspirations of the Council and the community. The 30-Year Plan for Greater Adelaide envisages significant population growth within the Council area. For example, the population of the Barossa Region (which includes Light Regional Council), is predicted to increase by 110,000 people (requiring 46,400 houses) by 2036. Importantly, the Barossa Region is also expected to provide an additional 38,500 jobs by 2036. Following a rigorous process of research and consultation, a range of planning issues were identified that potentially require changes to Council’s Development Plan. Broadly speaking, these issues relate to the rural areas, townships and urban areas, the economy, the environment, open space and hazards. In order to address the identified issues, Council has adopted an ambitious series of policy recommendations which will be implemented over the next 5 years through Development Plan Amendments and allied planning studies. To assist with resourcing, the policy recommendations have been prioritised and assigned a target date for commencement.
