epublic of the Philippines DEPARTMENT OF PUBLIC WORKS & HIGHWAYS REGIONAL OFFICE VIII Baras, Palo, Leyte TERMS OF REFERENCE Consultancy Services for the Conduct of Feasibility Study of the Proposed Tanauan Bypass Road, San Miguel – Santol – Tunga Road, Tolosa – San Victor – Tabontabon Road and Dapdap – Alangalang – Santa Cruz Road 1.0 INTRODUCTION As infrastructure development continues to be a priority in Eastern Visayas to effectively ease the flow of people, goods, services, and information by establishing the physical and digital linkages to help decongest urban area, interconnect growth hubs, provide basic services, and create inclusive opportunities for everyone. Various infrastructure projects are being proposed like bypasses and diversion roads. However, the department is primarily tasked to provide the most appropriate and economical infrastructure while ensuring that these projects fulfill their purpose. A measure to attain this goal is through the proper conduct of the feasibility study prior to funding the construction of the project. The proposed consultancy services for the feasibility study for the above-named project is envisaged to be outsourced by the DPWH, Regional Office VIII, Baras, Palo, Leyte with the assistance of the Project Preparation Division, Planning Service (PDD, PS). The feasibility study is expected to determine the extent and nature of improvements/construction required, the economic and technical justifications thereof and in relation to their environmental and social impacts, and the development of a suitable and optimal investment program. The findings of the study are intended for use by the DPWH for programming purposes and for its implementation through local financing/external sources if determined to be feasible. For the proposed Tanauan Bypass Road, the estimated 5.5-kilometer alignment is proposed to start in the intersection of the Palo-East bypass and the Daang Maharlika (LT), run across the Binahaan River and ends in Tanauan-Dagami Road at Barangay Malaguicay, Tanauan, Leyte. San Miguel – Santol – Tunga Road with the estimated 10.80-kilometer alignment will directly connect the town proper of San Miguel, Leyte and Tunga Leyte. This road will steer up economic activity along the two municipalities as well as the other nearby municipalities. While the proposed estimated 7.83-kilometer alignment of Tolosa – San Victor – Tabontabon Road will approximately start at K0927+180 of Daang Maharlika (LT) and run towards the existing road going to junction Kiling – Tanauan – Tabontabon – Julita Road at K0930+720 in Barangay San Victor, Tanauan, Leyte. This proposed road will also provide an alternative route for road users going to the municipalities of Tolosa, Leyte and Tabontabon, Leyte. And for the Dapdap – Alangalang – Santa Cruz Road with the estimated 8.75- kilometer alignment is proposed to start from junction Palo – Carigara – Ormoc Rd at TOR Consultancy Services for the Conduct of Feasibility Study of the Proposed Tanauan Bypass Road, San Miguel – Santol – Tunga Road, Tolosa- San Victor – Tabontabon Road and Dapdap-Alangalang – Santa Cruz Road Page 1 of 37 Barangay Dapdap, Alangalang, Leyte. The alignment continues to traverse going to Barangay Astorga, Alangalang, Leyte and ends in Jaro – Dagami – Burauen – Lapaz Rd at K0947+300 in the municipality of Jaro, Leyte. Construction of this proposed roads will reduce travel time, travel distance, cost of travel and will be economically beneficial especially to the Municipalities of Tanauan, San Miguel, Tunga, Tolosa, Tabobtabon, ALangalang and Jaro Leyte since said road will boost economic trade. More importantly these roads will have a big impact in reducing the present heavy traffic encountered in the area. 2.0 OBJECTIVES The objectives of this undertaking are: 2.1 To consolidate the Comprehensive Land Use Plan (CLUP), Regional Development Plans (RDP) and Provincial Development Plans (PDP), and produce an in depth socio-economic profile of the study area; 2.2 To determine the Annual Average Daily Traffic (AADT) in major and abutting road sections relevant to the project influence area; and assess the existing and future condition of the relevant road network based on capacity and safety measurements such as Level of Service and other network performance parameters or factors; 2.3 To establish zonesˡ based on the existing and future land use in the study area and identify volume distribution in major and abutting road sections during peak and non-peak hours; 2.4 To establish Traffic Growth Rate (TGR) based on ecological factors such as population distribution, average income per family and product consumption per capita; 2.5 To develop an updated travel time-based Vehicle Operating Cost (VOC) and running cost based on transportation related expenditures such as productivity cost, fares, vehicle (or any part of) acquisition cost, fuel cost, etc.; 2.6 To determine the soil profile at the project site, identify possible geological and geotechnical hazards and recommend structural and non-structural measures to reduce the effect of these hazards; 2.7 To produce a complete plan and profile of the project to the environment and identify the potential project affected persons/families with the estimated cost for right-of-way acquisition; and 2.8 To estimate at 20% accuracy, the principal quantities and total cost of each component of the project taking as reference the recent bids under similar Government Projects. ____________________________ ˡA zone is an area, especially one that has different characteristics from the ones around it or used for different purposes (Cambridge Dictionary) TOR Consultancy Services for the Conduct of Feasibility Study of the Proposed Tanauan Bypass Road, San Miguel – Santol – Tunga Road, Tolosa- San Victor – Tabontabon Road and Dapdap-Alangalang – Santa Cruz Road Page 2 of 37 2.9 to determine the viability of the project based on technical and economic merits and recommend to the government the best possible alignment/ structural configuration in consideration of the construction cost, impact on the environment, social safeguard and other relevant factors such as on- going and proposed projects of other private and government agencies. 2.10 to identify the potential project affected persons/families with the estimated cost for right-of-way acquisition and proposed timetable, manner of payment and/or institutional arrangement for RAP implementation; 2.11 to determine the possible significant impacts of the project to the environment and provide appropriate mitigating measures to address these impacts; 3.0 SCOPE OF CONSULTING SERVICES The scope of consulting services will involve data gathering, surveys and investigations with preliminary environmental impact assessment, Gender and Development (GAD), Resettlement Plan and road strip planning which is the subject of this Terms of Reference. The Consultant’s scope of work will cover but not necessarily limited to the items listed hereunder. 3.1 Socio-Economic Data Gathering 3.1.1 Review existing national, regional, provincial, local, metropolitan, and transportation infrastructure development plans, such as Comprehensive Land Use Plan, Regional Development Plans, Provincial Development Plans and other related studies relevant to the project; 3.1.2 Collect primary data and information, assess and forecast growth and development trends in: population growth and distribution, average income generation per family, extent of urbanization, land use, car/vehicle ownership, transport related expenditures, employment, poverty threshold, economic sectors (agriculture, industry, services), etc. for the influence area of the project. The data shall be presented in tabular format showing the growth trends and summarize the results in narrative form; 3.1.3 Assess information on national and regional macro-economic growth development plans and trends and economic sectors (services, industry, manufacturing, agriculture, etc.) and how the Project will have impact on these. 3.1.4 Establish Traffic Growth Rate (TGR) based on demographic characteristics and other information gathered in section 3.1.2 and develop updated travel time-based vehicle operating cost (VOC) and running cost based on but not necessarily limited to the minimum parameters set by Statistics Division of Planning Service, Department of Public Works and Highways; 3.1.5 Prepare a complete socio-economic profile of the study area which contain population distribution, income generation, product consumption, TOR Consultancy Services for the Conduct of Feasibility Study of the Proposed Tanauan Bypass Road, San Miguel – Santol – Tunga Road, Tolosa- San Victor – Tabontabon Road and Dapdap-Alangalang – Santa Cruz Road Page 3 of 37 infrastructure, existing land use, poverty incidence and all economic activities including agriculture, fishery, labor and employment, etc. 3.2 Alignment Survey 3.2.1 Identify at least three (3) possible alignments and/or structural configuration considering among others, technical difficulties, connectivity to the existing national road network, investment requirement, impact on the environment and social aspect of the project; and 3.2.2 Present to the Implementing Office, Planning and Design Division Region VIII, the best alignment or structural configuration based on the appropriate and agreed selection method (multi-criteria analysis) for approval, using geographic information system (GIS) maps (referenced to WGS 84). 3.3 Traffic Survey 3.3.1 Conduct 12-hrs Manual classified volume count
