The 18th Constitutional amendment was the outcome of a consensus with far-reaching impact on the subjects enumerated in Federal Legislative List (Part- II). In CCI, the Federation and Federating Units deliberate upon the issues of national importance and resolve the same amicably with the decision of majority. It is a forum for promoting national cohesion and harmony. 3. During the Year 2017-18, seven meetings of the Council of Common Interests were held and 38 items of national importance were considered. 4. The Annual Report for the Year 2017-18 is laid before the Senate and the National Assembly of Pakistan, in terms of Article 153 (4) of the Constitution. (GHUFRAN MEMON) SECRETARY iii Annual Report of CCI 2017-18 iv Annual Report of CCI 2017-18 EXECUTIVE SUMMARY Article 154 of the Constitution authorizes the CCI to formulate and implement policies on matters covered in Part-II of the Federal Legislative List & Article 153(2) mentions the composition of CCI. After 18th Constitutional amendment the CCI has become a pivotal forum for promoting national cohesion and harmony between stakeholders by resolving issues of national importance and Article 154(4) mandates CCI to publish its reports annually and submit to Parliament. During the Year 2017-18, seven meetings of the Council of Common Interests were held and thirty eight items of national importance were considered. This Annual report comprises of 12 chapters. Chapters 1 to 7 pertain to CCI’s decisions taken during these meetings and Chapters 8 to 12 deal with Constitutional Provisions, Institutional History, Rules of Procedure, Landmark Achievements, and Composition of CCI. National Water Policy, National Interfaith Harmony Policy. v Annual Report of CCI 2017-18 CHAPTER-1 nd 32 MEETING OF THE COUNCIL OF COMMON INTERESTS HELD ON AUGUST 25, 2017 The Prime Minister / Chairman of the Council of Common Interests welcomed and thanked the Members, Chief Ministers of the Provinces, and Federal Ministers for attending the meeting and asked the Secretary to take up the agenda. The meeting started with recitation from the Holy Quran. 1.1AGENDA Item No. Subject Presented By 1. Status of Decisions of the CCI meeting held on 2nd May, 2017:- (i). Govt. of Sindh Constitution of Pakistan 1.2 CASES CONSIDERED BY THE CCI Following cases were considered by the Council in its meeting held on August 25, 2017, in the year 2017-18: 1.2(1) CCI.1/2/2017 STATUS OF DECISIONS OF THE CCI MEETING Dated 25.8.2017 HELD ON 2ND MAY, 2017:- (i) INQUIRY INTO CORRUPTION CHARGES OF KACCHI CANAL DECISION The CCI decided that the M/o Water Resources shall submit the recommendations of the Inquiry Committee to the Cabinet after completion of the consultative process within a fortnight submit report in the next CCI meeting. STATUS: Recommendations of inquiry committee are still awaited (ii) MATTERS PERTAINING TO HIGHER EDUCATION AND OTHER SIMILAR BODIES IN POST EIGHTEENTH AMENDMENT SCENARIO DECISION The CCI ruled that the matter being sub-judice in the Supreme Court of Pakistan may be kept pending till a final decision of the apex court. The Council, however, decided that the Inter-Provincial Coordination Committee (IPCC) will examine the issues pertaining to Higher Education and other similar bodies in post 18th Post-Eighteenth Amendment Scenario to build consensus among all stakeholders and submit recommendations to the CCI. STATUS: Recommendations are awaited. 2 Annual Report of CCI 2017-18 (iii) IMPORT OF LIQUEFIED NATURAL GAS (LNG) DECISION The CCI decided to refer the following Summaries submitted by Ministry of Energy to IPCC for discussion and submission of report to CCI in its next meeting: i. Implementation of Article 158 & 172(3) of the Constitution ii. The LNG Policy, 2011 iii. Endorsement of Policy Statement on Gas Sector Reforms STATUS: Recommendations are awaited. (i) SIXTH POPULATION AND HOUSING CENSUS DECISION The CCI decided that the IPCC will examine the matter from all angles, including, among others, constitutional amendment as well as enhancing resources in consultation with the ECP, so that the next general elections are held on the basis of the final results of the 6th Population and Housing Census. The CCI further directed that the IPCC will submit its report in the next meeting. STATUS: Inter Provincial Coordination Committee examined and submitted its report on Sixth Population and Housing Census to the CCI for further consideration. (ii) NATIONAL FOREST POLICY DECISION The CCI unanimously approved the National Forest Policy, 2015 submitted by M/o Climate Change. STATUS: Implemented 3 Annual Report of CCI 2017-18 IMPACT: Forests are crucial to global sustainable development, affecting both the natural environment and economic prosperity The implementation of CCI decision facilitated to achieve the Sustainable Development Goals in particular goal 15 i.e. Sustainably manage forests, combat desertification, halt and reverse land degradation, halt biodiversity loss. Carbon stored in forests has emerged as a new commodity under the United Nations Framework Convention on Climate Change to which Pakistan is also a Party. 1.2(2) CCI.2/2/2017 Dated 25.8.2017 NATIONAL WATER POLICY DECISION The CCI considered the Summary dated 6th February, 2017 submitted by Ministry of Water and Power and decided that the newly created Ministry of Water Resources will re-examine the National Water Policy and re- submit before the CCI in its next meeting. STATUS: Awaited 1.2(3) CCI.3/2/2017 SUPPLY OF GAS TO LOCALITIES / VILLAGES Dated 25.8.2017 IN 5 KM RADIUS OF GAS PRODUCING FIELDS DECISION The CCI unanimously decided to refer the matter to IPCC with the directions to submit report in the meetings. STATUS: Awaited 4 Annual Report of CCI 2017-18 CCI.4/2/2017 AT SOURCE DEDUCTIONS FROM DIVISIBLE 1.2(4) POOL SHARE OF GOVERNMENT OF KHYBER Dated 25.8.2017 PAKHTUNKHWA DECISION The CCI considered the Summary dated 29th March, 2017 submitted by Government of Khyber Pakhtunkhwa and decided that at source deduction from divisible pool share of Government of Khyber Pakhtunkhwa was made in accordance with the decision of the CCI. STATUS: Implemented IMPACT: The CCI decision helped in resolving dispute between Federation and Khyber Pakhtunkhwa. CCI.5/2/2017 IMPLEMENTATION OF KAZI COMMITTEE 1.2(5) Dated 25.8.2017 METHODOLOGY (KCM) FOR CALCULATION OF NET HYDEL PROFIT DECISION The CCI decided that a committee comprising the Minister for IPC, as chair, Secretary to the Prime Minister and Secretary, CCI would hold meetings with the stakeholders to resolve this case and submit report to the CCI. STATUS: The Sub Committee of CCI held meetings on 06-09-2017 and 07- 09-2017 and has forwarded its report to the Prime Minister’s Office. 1.2(10) CCI.6/2/2017 IMPLEMENTATION OF ARTICLE 154 OF Dated 25.8.2017 THE CONSTITUTION OF PAKISTAN DECISION The CCI considered the Summary dated 19th July, 2017 submitted by Government of Sindh and directed to place the same before the IPCC for deliberations and submit report to the CCI in its next meeting.
