The Event was a joint venture of IEEE (Engineering and Technology) and HEC National Digital Library Pakistan. The Award Distribution Ceremony was held in HEC Auditorium Islamabad on Tuesday 15 April 2014. Engr. Imtiaz Gillani, Ex chairman HEC was the Chief Guest. It is also a matter of great honor that the undersigned was the only library professional in Pakistan to receive the prize on the basis of TOP Institutional ATTEMPTS for the subject quiz. The IEEE Quiz for Engineering and Technology was designed to promote scientific excellence in the research fraternity of Pakistan within IEEE fields of technology. The quiz was also inspired innovation and encourages Pakistani users to discover new research and cutting edge ideas. Back to Top UNIVERSITY | LIBRARIES Page 5 Quarterly Library Bulletin Vol 1 | No 2 2014 “Top-notch universities” Dr Javaid Laghari Tuesday, April 22, 2014 Why is it that no university from Pakistan, even in its 67 years of existence, has been able to make it to the top universities of the world? In the QS World University Rankings 2013, from Asia, Japan has five, Hong Kong three, Singapore, South Korea and China have two each, and Taiwan one. From the Muslim countries, the University of Malaya is top at 167, and from South Asia, two IITs from India are among the top 250. However, among the top 100 Asian universities, India has six, while Malaysia has fives. It was only during my tenure as chairman HEC, and due to certain quality reforms undertaken in the last four years, that for the first time ever, seven universities from Pakistan were ranked among the top 250 universities of Asia in 2013 – from zero in 2009! What makes a world-class university? The California Institute of Technology (Caltech) is the world’s number one university – and has been for the past three years of the Times Higher Education World University Rankings. It is only 123 years old, and is very small with only 2,200 students (1,000 undergraduates and 1,200 graduates). Less than 250 students make up the freshman class (with over 5,500 applicants). However, it has 300 top-notch faculty, including five Nobel laureates. It is the recipient of 57 US National Medal of Science and 32 Nobel laureates from among its faculty and alumni. A smaller campus also has an advantage that academics from different disciplines know and network with each other, and therefore the chances of inter disciplinary research is also increased. Everyone, from the undergraduate student to the faculty to the president, is involved in research. The Hong Kong University of Science and Technology (HKUST) was only recently established in 1991 with a mission to excel, and has now already been ranked number 1 in Asia for three consecutive years in a row. It also boasts of top-notch faculty of 500, with nine research institutes and 45 interdisciplinary research centres. 38 percent of its students are international. Saudi Arabia inaugurated its new King Abdullah University of Science and Technology (KAUST) in 2009 at an estimated cost of US$12.5 billion. It has partnership with Berkeley, Cambridge, Oxford, Stanford, University of Texas at Austin, Texas A & M, and Imperial College London. Called the “Stanford by the sea”, it is Saudi Arabia’s first and only coeducational university and aims to catapult the kingdom onto the international playing field of developing knowledge-based economies. The upcoming Nazarbayev University (NU) in Kazakhistan already has eight high-profile international partners, each contracted to attend to one of NU’s academic domains. Modelled along elite American universities, it is bringing together top international programmes and faculty, state-of-the-art research facilities, and predominantly Kazakh students in an English- speaking environment.
