The planning process that was used throughout the development of the Orchard Road/Blackberry Creek Corridor Plan entailed significant public and private cooperation and participation. A number of opportunities existed throughout the entire planning process for prop- erty owners; merchants and business owners; property managers; community leaders; builders and developers; and Village staff and public officials to provide input and voice their opinions and concerns. In addition, a Planning Advisory Committee comprised of public organizations and private property owners, has been created to work with the Consultant on a regular basis throughout the course of the study. The planning process was structured to establish trust and cooperation among the various parties, and build support and consensus for the Plan one-step-at-a-time.
