Response Clusters Philippines MARAWI SIEGE Situation Report #14 | 1 Situation Report #14 (as of 05 July 2017, 3PM) MARAWI SIEGE Situation Overview To date: o 84,856 families or 400,432 persons have been displaced by the armed conflict in Marawi, per accumulated data o 78 Evacuation Centers (ECs) are currently open with 3,982 families or 18,335 persons o 70,895 home-based internally displaced families or 335,064 persons tracked in 409 barangays in 7 Regions o The effect of this unrest has displaced families / persons coming from all 96 barangays of Marawi; from 20 other municipalities of Lanao del Sur (Balindong (Watu), Bayang, Binidayan, Buadiposo-Buntong, Bubong, Butig, Calanogas, Ditsaan- Ramain, Ganassi, Kapai, Lumba-Bayabao (Maguing), Lumbatan, Madamba, Madalum, Marantao, Masiu, Mulondo, Poona Bayabao (Gata), Saguiaran, and Tugaya); and from 2 municipalities of Lanao del Norte (Kolambungan and Sultan Naga Dimaporo / Karomatan). No proper cooking and bathing area at Natangcopan EC and Calawi Auditorium EC, Pantao Ragat. Gumampong Gym EC, Baloi has no area for women space and lactating mothers due to lack of available space in the evacuation center. DSWD ARMM . Medicines for cough, fever and LBM for both children and adults and LBM for both children and adults . Medical Mission of Municipal Doctors is highly needed by our IDPs . Water supply is ON and OFF in evacuation center . Cash assistance for other needs . Temporary livelihood while in displaced situation . Inadequate Comfort Rooms . Electric fan, matress, Latrines and sanitary drinking water, trapal, Diapers for children Responses: Provision of augmentation tents to decongest evacuation centers; Procurement of Family Tents for the planned Tent City Augmentation of Social Workers from other DSWD Field Offices; Engagement of volunteer workers for CCCM; Organizing IDPs as members of the Camp Management teams Coordination with the FNI Cluster for the provisioning of the said relief items Ongoing digitization of all DAFACs at hand; further data sanitization following DPWH already started the filling and clearing of the area for the tent city of Madrasah Campong EC, Pantar, LDN. LGU already identified an area for the tent city for the IDPs of Madrasah Bobong EC, Pantao Ragat. DSWD ARMM . MLGU of Amai Manabilang Municipality declared 3 evacuation center, MAHAD Bumbaran Al Islamia (140 families), Punud Brak center (9 families), Punud Elementary School (8 families) . MLGU provided 2 drums to be used in the evacuation center. DSWD-ARMM Office provide assistance in coordination with Region 12 the IDPs in Cotabato City . Six (6) CCCM workers from LDS were deployed at the two evacuation centers in Baloi Lanao del Norte. Specifically at Gumampong EC and Abdul Hamid EC (2 weeks ago) . 17 workers were deployed in the different barangays of Iligan City to assist the Region 10 workers in the final validation of IDPs from July 2-5, 2017 (homebased). Philippines MARAWI SIEGE Situation Report #14 | 5 . 31 workers were also deployed to augment the DSWD FO 10 staff at the 5 ECs in Iligan since June 27, 2017 in coordination with the Iligan City workers. There are 16 DSWD-ARMM Social workers were trained on Mine Risk Education Last June 12-19, 2017, sponsored by SWISS Foundation. They have started their MRE session last July 1 and they planned to continue their activity to all declared Evacuation Centers in Lanao del Sur and Lanao del Norte. Gaps & Constraints: Availability of suitable sites for the augmentation tents in the periphery of evacuation centers Continuous movement of IDPs 2 pregnant IDPs (1 from Nanka Barangay Hall EC, Baloi and 1 from Abdul Asiz EC, Baloi) were sent to the City Hospital for delivery. Unfortunately, the infant of the IDP from Abdul Asiz EC died upon delivery. The DSWD is conducting assessment for subsequent provision of burial and medical assistance. DSWD ARMM . Due to congested number of IDPs inside the camp, children is getting sick because of lack of sleep, lack of supplies of vitamins, fresh air supplies, scatted mosquitos. Logistic support or ways and means for the workers of DSWD ARMM to facilitate IDPs needs and concerns. Observations and Feedback: – From LAO (PNP Iligan City): It seems there is no proper turn-over between the previous and present Camp Managers (FO X to FO XII); thus, even coordination with the LAO presence and their roles in the ECs (in Iligan, in particular) were not also clarified. – To note: in particular ECs, there should also be proper turn-over and information among the entire Camp Management team. – From CSOs: Issue regarding the IDPs in Hinaplanon (Iligan City) who are already being asked to leave = look into and prior agreements already made and refer to the decisions therein to address this concern IDP Protection Needs: Documentation of children with special needs (i.e., unaccompanied, separated, PWD, apprehended, sick, etc.) Safe environment for children Assistance for children in evacuation centers and those who are home-based Security in Evacuation Centers DSWD ARMM . 24 hours security in the EC’s in Saguiaran LDS . Presence of Women Chid Protection Desk Officer in Saguiaran . Installation of Protection Referral Pathways Information in all EC’s . Night shift of DOH personnel in EC’s . Medicine for URTI, Skin allergies Responses: Conducted documentation and referrals of Unaccompanied and Separated Children (UASC) with Family Tracing and Reunification Installed Child-friendly Spaces and conducted Psychosocial Support Sessions for children Philippines MARAWI SIEGE Situation Report #14 | 6 Conducted Psychological First Aid and provided back-to-school kits to school-aged children DSWD ARMM: . Session of children conducted by CFSI and other CSO . Referral and hospitalization of sick child . Inclusions of minor family head (EJS) in ECs of Buruun Fisheries . Financial assistance from MLGU to IDP mother who gave birth at RHU (Kapatagan) Gaps & Constraints: No presence of police in Buruun Gym EC to provide security measures. Buruun Gymnasium has no gate to secure IDPs. DSWD ARMM . Regular visit of health personnel to Evacuation Center is recommended . WASH still not available . They do not have child-friendly space and women-friendly space at Lumbayanague and Mipaga EC . One of the main problem of IDPs is that having hard time to buy foods since they don’t have . Permit / passes going to market to purchase basic commodities; marines will not allow them in Lanao del Sur areas: there is fear in going in and out / access fears… – Col. Mamon clarified: not that they are not really allowed, but for now, security measures are really that way, and everyone simply has to abide… – Markets after Marawi going to Iligan – from Saguiaran, down, are actually open. What is needed is for DTI to be on guard about the price watch so as not to sacrifice the interest of the residents (that they will not be IDPs, and the businessmen as well. Further, let the rolling store plans be operational and supported by the clusters to address this issue. Let the LGUs also work: the Mayors should also work to address this issue and concern of their constituents – AFP explained that road clearances are very important as they are considering the safety of each responders – Further details relative to these concerns be addressed in the particular cluster meeting of CCCM and IDPP tomorrow. Main problem of IDPs, means to buy commodities and livelihood is impossible for them. Food and Non-Food Items Needs / Issues: Improve local Distribution System of FNI relief items for the continuing provision to EC and Home-based IDPs Protracted relief need due to ongoing conflict Good quality of rice (not NFA) Buru-un Gymnasium EC of Iligan is in need of Kettle and Garbage Bags. Camp Managers in Baloi ECs are in need of DSWD vests. DSWD ARMM . Urgency of food and water in municipalities of Ramain, Bubong, Mulondo, Tamparan, Buadi Puso, Masiu, Taraka, Lumba Bayabao, Maguing, and Poona Bayabao. Everyone is asking for medicines. There is usually no pharmacy in most municipalities in Lanao del Sur. Pharmacies are usually situated in Marawi City, but due to the on-going military operations, civilians are still off-limits to enter the area. Marawi City is the heart of Lanao del Sur so most municipalities in the province are affected too by the Marawi siege. Philippines MARAWI SIEGE Situation Report #14 | 7 Responses: Identification of FNI response gaps and immediate response Tightening of coordination with LGUs Complementation of logistic resources for the distribution Continuous provision of food and non-food items from the National Resource Operations Center (NROC) and Visayas Disaster Response Center (VDRC) to augment DPWH started refilling gravel at the relocation area of Pantar DSWD ARMM . Delivered 1,600 Family Food Packs for Eight Hundred (800) Families, Five Hundred Malong and Five (5) Sacks of un-used clothes at municipalities of Amai Manabilang (Bumbaran) . DSWD ARMM with Region X and Nationa Disaster Focal Sir Noy Castro, participated in the monitoring IDps registration in the 4 Brgys within Msu Campus.
