Domain Fresh Registration Analysis report This has a reference to the DOMAIN SKILLING SKILL DEVELOPMENT CENTER REGISTRATION on Bihar Skill Development Mission (BSDM) portal based on the demand for SDC requirements received from various funding departments / entities. In order to empanel fresh applicants against the requirements received the DOMAIN SKILLING SKILL DEVELOPMENT CENTER REGISTRATION 2018 process was commenced on the 17th of July, 2018. The last date for entering into the registration process was 3rd September, 2018 and the Last date for reaching the DMT stage was 7th September, 2018. The DOMAIN SKILLING SKILL DEVELOPMENT CENTER REGISTRATION 2018 process was a restricted registration process opened for a specific set of Courses and Districts/Blocks/Urban Local Bodies (ULB). The course-wise and location wise SDC requirement is also a part of Annexure 1 for your reference. There were multiple applications received against the various requirements and thus as indicated in the DOMAIN SKILLING SKILL DEVELOPMENT CENTER REGISTRATION process noticedated 10th July, 2018 the First-Come-First-Serve (FCFS) algorithm was used based on the timestamp of reaching the DMT stage. There was only 1 such application (course-location combination). Although Correct ULB (as per requirement) was selected but corresponding block selection is incorrect. 24 such applications (course-location combination) were there. Course and Location combination selected does not match the requirements. 1377 such applications (course-location combination) were there. A total of 455 applications (unique location and course combination) were selected against 455 corresponding requirements. The list of the selected applicants against the notified requirements is attached as Annexure 1. Also attached is the detailed analysis of all the applications made as Annexure 2. All applicants must conform to the below stated General Terms of the registration process: BSDM would like to notify that selection post the course-location declaration process does not guarantee on-boarding or eventual empanelment under the Domain Skilling Program. Final approval / empanelment as Domain Skilling SDC will be subject to the compliance to the prescribed norms (Please refer to BSDM website (skillmissionbihar.org) for detailed centre set-up norms and course wise mandates) Post physical verification and eligibility establishment the SDC will have to get itself approved on BSDM portal by abiding to the various BSDM SDC registration guidelines in the stipulated time in order to ensure Final approval / empanelment as Domain Skilling SDC. If during the physical verification any of the declaration made by the Applicants is found to be false / incorrect then the selection shall stand null and void and chance to set-up the center will then be offered to the subsequent applicant based on the timestamp order. BSDM would like to notify that Final approval / empanelment as Domain Skilling SDC on the BSDM portal does not guarantee work / target allocation. The work / target allocation remains with the various Line Departments implementing their various domain skilling schemes and will be the sole discretion of those Line Departments with no involvement of BSDM. If SDC is involved in doing any wrong practice regarding Domain Skilling program or indulges into franchising / outsourcing / sub-letting of their registered centre in any manner then their authorization / empanelment will get cancelled / terminated immediately or after the completion of ongoing batch. That Applicant Organization (AO) which will become SDC for the year 2018 - Their authorization will be valid for the period from date of registration approval to 31st March 2020. Eligible SDC has to apply for renewal for FY 2020-21 by paying requisite fees. Any two AOs will not be allowed to share centre personnel. The SDC ownership needs to ensure that all its personnel employed for Domain Skilling program are paid remunerations in compliance to the minimum wage rates prescribed for the “skilled” manpower category as notified and revised from time to time by Labour Department, Government of Bihar.
