Metro West Legislative Guide to the 101st General Assembly metrowestcog.org Your Legislators In an effort to keep citizens informed about State Legislative issues effecting the communities within the Metro West area, this legisla- tive guide will discuss legislation related to the 2019 Legislative Po- sitions of Metro West, and will show how state legislators repre- senting the Metro West members voted on those bills. Protect all local government revenues against further efforts to erode them. 2. Support efforts to fully fund a statewide capital bill addressing infra- structure such as roads, bridges, water, sewer and mass transit 3. Oppose legislation that attempts to eliminate local decision-making authority particularly with personnel issues, local zoning/land use is- sues and infrastructure funding (water and sewer system funding). 4. Gain continued recognition of the Northwest Water Planning Alli- ance as the regional entity that will guide water supply planning and policy and be the model for other regional entities. 5. Control the costs of local government public safety pensions. 6. Maintain the efficacy of local government economic development tools including Tax Increment Finance Districts (TIF), Enterprise Zones (EZ), and Business Development Districts (BDD). 7. Oppose unfunded and under-funded mandates for local governments. 8. Enact corrective legislation to clarify the rights of firefighters and po- lice to run for elected office while preserving existing conflict of inter- est laws. 9. Enact the Municipal Authority Modernization Act, which will in- crease the effectiveness and efficiency of municipal services provid- ed to the public for all municipalities (home rule and non-home rule). Federal Issues 1. Increase transportation funding for region, with increased focus on multi-year transportation plan. 2. Enforce sales tax compliance to all internet retailers. Joint Federal/State Issues 1. The State must contribute its share of Federally Funded Projects. 3 Legislative Summaries HB 0322 (McSweeny) — Repeal Red Light Cameras Amends the Illinois Vehicle Code. Provides that, after January 1, 2020, no non-home rule unit within the counties of Cook, DuPage, Kane, Lake, Madison, McHenry, St. Clair, and Will may enact or continue to enforce an ordinance for an automated traffic law en- forcement system to enforce viola- tions of intersection traffic control signals. It also amends the State Mandates Act to require imple- mentation without reimbursement from the State. Metro West opposes this bill. HB 1476 (McCombie) — Expand Continuing Appropriations Amends the State Finance Act, the Motor Fuel Tax Law, the Emer- gency Telephone System Act, the Riverboat Gambling Act, and the Video Gaming Act. Provides that, in the absence of an appropria- tion for any State fiscal year, moneys that are required to be distrib- uted to units of local government and other entities from the State and Local Sales Tax Reform Fund, the Motor Fuel Tax Fund, the State Gaming Fund, the Local Government Video Gaming Distribu- tive Fund, and the Statewide 9-1-1 Fund are subject to a continuing appropriation effective immediately. Metro West supports this bill. 4 HB 1573 (DeLuca) — Reduction Local Tax Collection Fee Amends the State Finance Act, Counties Code, Illinois Municipal Code, Metro-East Park and Recreation District Act, Local Mass Transit District Act, Regional Transportation Authority Act, and Water Commission Act of 1985. Provides that the amounts trans- ferred into the Tax Compliance and Administration Fund shall be reduced from 1.5% to 1%. Effec- tive July 1, 2019.
