DSAA0,C lead architects are supported by subAconsultant and specialist teams includin : Fast E Epp (Structural)F -orrison /ershGeld (Civil)F PFS Studio (Landscape)F Arup (-echanical & Electrical)F Arup (Sustainability)F L-DG (Buildin Code). The City of Oawa has also en a ed Jason Bru es Studio for the provision of a si niGcant public art component for the proDect. A curator has also been en a ed to support a parallel indi enous public art pro ram. Oawa Public Library and Library & Archives Canada Joint Facility 5 Plannin0 Cont 1t 6 Plannin0 Cont xt Informaon about the plannin conte8t of the proposed proDect is contained in the Planning Raonale + Design Brief which was previously prepared by others in support of the OHcial Plan Amendment and Ionin ByAlaw Amendment of 557 ,ellin ton Street, 584/587 ,ellin ton Street and 550 Albert Street (2018). The subDect property is addressed as 557 ,ellin ton Street in the brief. A proposed library development is described in the brief in a conG uraon that resembles the desi n subsequently developed that is the subDect of this submission . The brief ima ines the buildin as bein a fourAstorey instuonal buildin Lstrate ically placed abuMn .CC open space, and acve transportaon corridors, maNin the site easily accessible by all modes of transportaonO (P. 27 and ima e below). The proposed OHcial Plan Amendment was required to amend the Central Area Secondary Plan to desi nate the enre site (557 ,ellin ton, 584/587 ,ellin ton and 550 Albert) as L-i8edA2seO in order to permit a ran e of uses includin but not limited to: residenal, retail, oHce and instuonal. The Amendment would further permit a ma8imum hei ht of twentyAGve (25) storeys on the 584/587 ,ellin ton poron of the site and a hei ht limit of 40 metres on the 557 ,ellin ton site where the new Central Library is to be located. The proposed Ionin ByAlaw Amendment would amend the Ponin of the subDect property to L-i8edA2se Downtown Ione (-D)O. This would permit a ma8imum buildin hei ht of 40 metres at 557 ,ellin ton (now 555 Albert Street.) The plannin brief does not discuss reference herita e desi naons of either of the two /erita e Conservaon Districts or individually desi nated properes, other than the Oawa ,ater ,orNs comple8. It does note, however, that the Central Area Secondary Plan calls for the protecon of its disnct identy and herita e character and the primacy of the Parliament Buildin s and other naonal symbols, and that Albert Street (which is a maDor western access route to Parliament /ill) is idenGed as a Scenic Entry Route (P. 16). Oawa Public Library and Library & Archives Canada Joint Facility 7 Public En0a0ement 8 3.2 Public En0a0 m nt The development of the desi n of the proposed OPLALAC Joint Facility involved e8tensive public input throu h the Inspir 555 pro ram who’s obDectives were to: inform the public about the en a ement pro ram for the Desi n Phase, en a e the public in online and inAperson activities to help inform the desi n process and ensure the new facility is truly reflective of Canadians’ input, and enerate local and national e8citement and a feelin of pride and ownership for the new Doint facility. Five pillars of en a ement were established: Local outreach A series of public worNshops were conducted to obtain feedbacN on an inclusive cross section of desi n considerations. Workshop One: Buildin BlocNs Workshop Two: Spaces and Relationships Workshop Three: Sustainability and Landscape Workshop Four: Iconic Features and Finishin Touches Indigenous engagement A series of three indi enous worNshops were conducted to obtain valuable input and feedbacN from the Al onquin host nation communities of PiNwaNana an and 0iti an Iibi, as well as the local urban Indi enous community. Online engagement The online en a ement ran parallel to the public worNshops and were desi ned to provide a comparable e8perience to the public consultations to obtain feedbacN on the same themes. Events A public desi n reveal was held in January 2020. A round breaNin ceremony as well as rand openin are scheduled as future events. National outreach .ational outreach was implemented by Library and Archives Canada to obtain feedbacN from various or aniPations nationally. In addition to the above, several staNeholder en a ement sessions were conducted with both Ottawa Public Library and Library and Archives Canada employees to ensure public input ali ned with functional requirements. A desi n review process is also underway whereby the proDect has been presented to a 4oint pan l of the .ational Capital Commission’s Advisory Committee on Planning, Design and Realty, and the City of Ottawa’s Urban Design Review Panel at several Ney points to date. The ne8t presentation, currently planned for early Au ust 2020, will be a held as a public event. Oawa Public Library and Library & Archives Canada Joint Facility 9 10 Oawa Public Library and Library & Archives Canada Joint Facility 11 Desi0n Bri f S con 1 12 4.1 Applica,on The purpose of this applicaon is to submit the comprehensive desi n proposal for the new Oawa Public Library / Library and Archives Canada Joint Facility to be located at 555 Alb rt Str t for site plan approval. The new facility will brin to ether the main branch of the Oawa Public Library (OPL) alon side a new central home for Library and Archives Canada (LAC) to create a desnaon that will reRect Oawa’s and Canada’s herita e and ori ins, and at the same me acNnowled e the future throu h the creaon of an e8perience that is both local and naonal. The shared facility will provide: • The creaon of a civic and naonal landmarNF • A richer customer e8perience for all visitors to a potenal Doint facilityF • 2nique opportunies for shared pro rammin , includin e8terior pro rammin and events; • Enhanced access for OPL customers to naonal collecons and resources; and • Increased visibility and e8posure for LAC public services due to the hi h volume of visitors to the Oawa Central Library. The marria e of the Oawa Public Library and Library and Archives Canada is unique and transformaonal. The Joint Facility proDect will brin to ether, in a disn uished landmarN facility, a new centre to create a rich client e8perience. It will be universally inclusive, a celebraon of community vitality, and a maDor public desnaon addin new meanin to the City of Oawa and the .aonal Capital. Please note that the formal scope of this Site Plan Control submission extends only to the Albert Street road widening right-of-way line. The Roadway AodiBcaon Funcon Design is being carried out by others under a separate proCect mandate. The two proCects are acvely collaborang to coordinate design intent between the two scopes of responsibility. The preparaon of a Tree Conservaon Report for the exisng trees currently planted in the Albert Street boulevard within the right-of-way will be addressed by the Albert Street re-alignment proCect.
