RFB Reference No.:IN-DOHFW-203019-CW-RFB Date:November 4, 2020 1. The Government of India has received/has applied for/intends to apply for financing from the World Bank toward the cost of the “Mizoram Health Systems Strengthening Project (MHSSP)” and intends to apply part of the proceeds toward eligible payments under the contract for construction of works as detailed in the table below. 2. Bidding will be conducted through national open competitive procurement using a Request for Bids (RFB) as specified in the World Bank‟s “Procurement Regulations for IPF Borrowers, July 2016,Revised August 2018” (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations. 3. Bidders from India should, however, be registered with the Government of Mizoram or other State Governments/Government of India, or State/Central Government Undertakings. Bidders from India, who are not registered as above, on the date of bidding, can also participate provided they get themselves registered by the time of contract signing, if they become successful bidders. 4. The Department of Health and Family Welfare, Government of Mizoram(implementing agency) now invites sealed Bids from eligible Bidders for the construction of works detailed below in the table. The bidders may submit bids for any or all of the works indicated therein. Interested bidders may obtain further information and inspect the bidding document at the address given below during office hours. Bidders are advised to note the clauses on eligibility (Section I Clause 4) and minimum qualification criteria (Section III – Evaluation and Qualification Criteria), to qualify for the award of the contract. In addition, please refer to paragraphs 3.14 and 3.15 of the “Procurement Regulations” setting forth the World Bank‟s policy on conflict of interest. 4 5. Bidders may bid for one or severallots, as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one lotwill be allowed to do so, provided those discounts are included in the Letter of Bid. 6. The bidding document should be downloaded from departmental website https://health.mizoram.gov.inThe bidders would be responsible for ensuring that any addenda available on the website is also downloaded and incorporated. 7. Bids must be delivered to “Project Director, World Bank-MHSSP, Health & Family & Family Welfare Department, Directorate of Health Services, Dinthar, Aizawl, Mizoram”on or before 12.00 hours on December 7, 2020and will be publicly opened on the same day at 12.30 hours, in the presence of the Bidders‟ designated representatives.If the office happens to be closed on the date of receipt of the bids as specified, the bids will be received and opened on the next working day at the same time and venue. Late Bids will be rejected. 8. All Bids must be accompanied by a Bid Security of the amount specified for the work in the table below, drawn in favour of “Project Director, World Bank - MHSSP”. Bid security will have to be in any one of the forms as specified in the bidding document and shall have to be valid for 45 days beyond the validity of the bid. 9. A pre-bid meeting will be held on November 20, 2020 at 14.00 hours at the office of “Project Director, World Bank - MHSSP”to clarify the issues and to answer questions on any matter that may be raised at that stage as stated in ITB Clause 7.4 of „Instructions to Bidders‟ of the bidding document.Bidders are advised to obtain the bidding document prior to the pre-bid meeting in order for bidders to have a good understanding of the scope of work under this contract for discussion and clarification at the pre-bid meeting. 10. General 1. Scope of Bid 1.1 In connection with the Specific Procurement Notice - Request for Bids (RFB), specified in the Bid Data Sheet (BDS),the Employer, as specified in the BDS, issues this bidding document for the provision of Works as specified in Section VII, Works‟ Requirements. The name, identification and number of lots (contracts) of thisRFB are specified in the BDS. 1.2 Throughout this bidding document: (a) the term “in writing” means communicated in written form (e.g. by mail, e-mail, and fax, including ifspecified in the BDS, distributed or received through the electronic- procurement system used by the Employer) with proof of receipt; (b) if the context so requires, “singular” means “plural” and vice versa; (c) “Day” means calendar day, unless otherwise specified as “Business Day”. A Business Day is any day that is a working day of the Borrower. It excludes the Borrower‟s official public holidays; (d) the term “ES” means environmental and social (including Sexual Exploitation, and Abuse (SEA)), and Sexual Harassment (SH); (e) “Sexual Exploitation and Abuse” “(SEA)” means the following: (i) “Sexual Exploitation” is defined as any actual or attempted abuse of position of vulnerability, differential power or trust, for sexual purposes, including, but not limited to, profiting monetarily, socially or politically from the sexual exploitation of another. (ii) “Sexual Abuse” is defined as the actual or threatenedphysical intrusion of a sexual nature, whether by force or under unequal or coercive conditions; (f) “Sexual Harassment” “(SH)” is defined as unwelcome sexual advances, requests for sexual favors, and other verbal or physical conduct of a sexual nature by the Contractor‟s 9 Personnel with other Contractor‟s or Employer‟s Personnel; (g) “Contractor‟s Personnel” is as defined in Sub-Clause 1 (ii) of the General Conditions of Contract; and (h)“Employer‟s personnel” is as defined in GCC Sub-Clause 1 (nn) of the General Conditions of Contract.
