INDIAN OIL CORPORATION LIMITED BONGAIGAON REFINERY NIT Tender No – BN18AG095 NOTICE INVITING TENDER (NIT) Tender No : BN18AG095 (E-Tendering) Date : 06.07.2018 Indian Oil Corporation Ltd, Bongaigaon Refinery (IOCL-BGR) invites electronic bids through its website https://iocletenders.nic.in under two bid system, (Part-I : Techno-Commercial Part & Part-II : Price Part) for the subject work, from experienced Contractors fulfilling the qualifying requirements stated hereunder: Brief Details of Tender: 1. Name of the work PURCHASE OF SOLAR RENEWABLE ENERGY CERTIFICATE ( REC ) FOR IOCL BGR 2. Tender No BN18AG095 3. Type of tender OPEN TWO BID 4. Cost of tender document NIL (website https://iocletenders.nic.in). 5. Contract duration / 24 ( Twenty-Four ) Months Completion period 6. Bid Qualification Criteria 6.1 Financial Criteria: The annual financial turnover of the Bidder during any of the preceding three financial years shall be at least Rs. 68.67 lacs. 6.2 Experience Criteria 6.2.1 Bidder should have experience in successful completion of similar job as under during any of the last five years ending on the last day of the month immediately previous to the month in which last date of bid submission falls of value as mentioned below: a) Three similar completed works each costing not less than the amount equal to Rs. 34.34 lacs OR b) Two similar completed works each costing not less than the amount equal to Rs. 45.78 lacs OR c) One similar completed work costing not less than the amount equal to Rs. 57.22 lacs. The similar nature of work is: “PURCHASE OF RENEWABLE ENERGY CERTIFICATE FROM POWER EXCHANGES IN INDIA”. 6.3 In addition to above specific qualification criteria have been listed below: a. The Bidder should have a valid trading license from Central Electricity Regulatory Commission (CERC). b. The Bidder should provide documentary evidence showing previous experience of similar type of work of trader RECs from power exchanges. c. The Bidder should have a valid Membership Certificate applicable upto April 2021 of IEX (Indian Energy Exchange) & Power Exchange of India Limited (PXIL) showing the authority to purchase REC directly from exchange. NOTE: (a) Documentary evidence in the form of copy of Order/Agreement and completion certificate containing executed value from the client should be submitted along with the name of the company, address, contact person with Telephone, Fax, e-mail address in support of experience criteria under Sl. No. 6.2.1. In case executed value is not mentioned in the completion certificate, copy of certified bill or record of payment shall also be acceptable for determining the executed value provided completion certificate is also submitted. Work completion date shall be considered for deciding the period of work experience. Bids without proper evidence are liable to be rejected. (b) With regard to sub-contracted work order, the bidder has to submit a Certificate from the end user / Owner / Consultant of the Owner stating that the main contractor has intimated them about the engagement of sub-contracting OR have been allowed / permitted as a sub-contractor. (c) The completion certificate, submitted by the bidder shall separately indicate the GST/service tax amount included in the value of completed job OR a separate certificate from the respective client, mentioning the GST/service tax amount if any, included in the value of completed job under consideration should be submitted by the bidder. Amounts mentioned under clause 6.2.1 above are excluding GST/service tax. INDIAN OIL CORPORATION LIMITED BONGAIGAON REFINERY NIT Tender No – BN18AG095 (d) In case GST/service tax amount/component is not specified in the submitted completion certificate, then the amount equivalent to rate of applicable GST/service tax for the subject tender shall be deducted from the value of completed job mentioned in the completion certificate to arrive at the value of the completed job without GST/service tax. (e) Financial turnover shall be as per Balance Sheet including Profit & Loss Account of the bidder audited by a Chartered Accountant. (f) For Annual Rate Contracts (ARC) of repetitive nature, similar ARC job that has been successfully completed by bidder for the originally awarded period of such ARC shall be considered as completed works even though such ARC is under execution on account of extension. However, the original contract must have been completed within the cut-off date of completion as mentioned under clause 6.2.1 above and documentary evidence thereon shall be provided by the bidder. 7. Start date for 07.07.18 downloading of Tender Document 8. Date of pre-bid meeting 13.07.18. Time shall be 09:30 Hrs onwards 9. Last date for 28.07.18 up to 14.00 Hrs IST. IOCL (BGR) at its discretion may extend the deadline for downloading of Tender submission of the bids. by bidder and uploading of bid by bidder 10. Earnest Money Deposit Rs. 228880.00 (Rupees Two lakh Twenty Eight Thousand Eight Hundred Eighty Only). (EMD) Mode of payment of Earnest Money: Earnest Money shall be paid only through online mode like Netbanking/NEFT/RTGS/Bank Guarantee (BG) as per the details mentioned in Special Instructions to bidders for E-tendering. No offline instruments like Demand Draft/Pay Order/Banker’s cheque etc. towards EMD shall be accepted. In case value of EMD is not less than ₹ 1.00 lakh, Bidder has the option to submit EMD through BG from a scheduled bank (as per the format prescribed in the General Conditions of Contract. The BG shall be valid upto last date of bid validity as per NIT plus 3 months. Original BG shall be sent to Tender Issuing Authority and the same should reach him within 7 working days from the date of opening of technical bids. Only those physical BG instruments found matching with the copy submitted in the E-portal shall be considered as valid. Note: Tenders without Earnest Money are liable to be rejected. However EMD shall be exempted for Central/State PSU, JV of IOCL and Micro & Small Enterprises (MSEs) registered with Agencies/Bodies as per Public Procurement Policy for MSEs Order 2012 issued by Ministry of MSME, Govt. of India. 13. Offer shall be evaluated with respect to bid qualification criteria to determine the techno-commercially qualified bidders. Offers of unqualified bidders is liable for rejection. g) IOCL-BGR reserves the right to accept/reject any or all bids or to split the work amongst various contractors or to award only part of the work or annul the total bid process without assigning any reason whatsoever. No compensation is paid for the efforts made by the contractor in case tendering process is abandoned by IOCL-BGR. h) Prevailing Government guidelines regarding Purchase Preference shall be applicable. i) The bidder shall bear all costs associated with their bid including costs and expenses relating to the visits to the site etc. and IOCL-BGR will in no case be liable for these costs regardless of the outcome of the bidding process. j) IOCL (BGR) at its discretion may extend the deadline for submission of the bids. k) Any dispute relating to this NIT is subject to jurisdiction at Bongaigaon, Assam. l) Any addendum/corrigendum/sale date extension in respect of above tender shall be issued on our website ‘https://iocletenders.nic.in’ only and no separate notification shall be issued in the press.
