Members of the Board of Trustees and Citizens of the South Texas College District: The Comprehensive Annual Financial Report (CAFR) of South Texas College District (“the District”), Counties of Hidalgo and Starr, state of Texas, for the years ended August 31, 2011 and 2010, is hereby submitted. Responsibility for both the accuracy of the data and the completeness and fairness of the presentation, including all disclosures, rests with the management of the District. To the best of our knowledge and belief, the enclosed data is accurate in all material respects and is reported in a manner designed to present fairly the financial position and results of operations of the District. All disclosures necessary to enable the reader to gain an understanding of the District’s financial activities, in relation to its mission, have been included. Management of the District is responsible for establishing and maintaining an internal control structure designed to protect the assets of the District, prevent loss from theft or misuse and provide adequate accounting data to allow for the preparation of financial statements in conformity with Generally Accepted Accounting Principles. The internal control structure is designed to provide reasonable, but not absolute, assurance that these objectives are met. The concept of reasonable assurance recognizes that: (1) the cost of a control should not exceed the benefits likely to be derived; and (2) the valuation of costs and benefits requires estimates and judgments by management. State statutes require every community college to submit audited annual financial reports to the Texas Higher Education Coordinating Board by January 1st of each year. Long Chilton, LLP, Certified Public Accountants, have issued an unqualified opinion on South Texas College District’s financial statements for the year ended August 31, 2011. The independent auditors’ report is included in the financial section of this report. This letter of transmittal complements and should be read in conjunction with Management’s Discussion and Analysis which immediately follows the independent auditor’s report and which provides a narrative introduction, overview and analysis of the basic financial statements. 1 Comprehensive Annual Financial Report The South Texas College District Comprehensive Annual Financial Report (CAFR) for the fiscal year ended August 31, 2011 was prepared by the Business Office.
