From The Whiteboard 09 October 2012 Logistics Civil Augmentation Program For Reference (LOGCAP) LOGCAP is a U.S. Army proposal for arrangement of the use of private contractors in > United States Army contingency efforts. First introduced in 1985 as a pre-plan of civilian resource management, the first LOGCAP contract was eventually granted in 1992 to Brown and > Transition of LOGCAP III Root Services. The current edition, LOGCAP IV, the fourth edition since 1994, includes to LOGCAP IV in Northern three major contractors, Fluor, DynCorp International, and KBR with a fourth contractor, Afghanistan Serco, added later. The LOGCAP arrangements are detailed as task orders under indefinite delivery indefinite quantity (IDIQ) contracts. LOGCAP IV, one of the largest > LOGCAP government contracts, has the potential lifetime maximum of $150 billion. > Managing the LOGCAP LOGCAP was born out of the necessity for flexibility within the Department of Defense Contract while maintaining ongoing programs that require select services that support U.S. forces. The use of contractors under LOGCAP allows the release of military units for other missions or to fill unexpected support roles on short notice. LOGCAP supports U.S. Army global contingencies by leveraging corporate assets in order to supplement current support structure. LOGCAP has been used to provide a wide range of services in contingency operations. LOGCAP provides for contracts in eleven areas of logistical support. Those areas include investigative and security clearance, shots and passports, training, and transportation as well as equipment and maintenance, communications, billeting and rations, evacuation procedures, contract administration, medical support, and civil affairs coordination. ISOA Perspective ISOA recognizes the value of task order contracts and the importance of flexibility within government contracting. LOG- CAP has successfully been implemented to fill voids in U.S. Army support roles. Alternatively, lack of an encompassing plan such as LOGCAP would leave contingency operations incomplete. LOGCAP allows for immediate or unexpected needs of the U.S. Army to be met with haste and efficiency as multiple contractors are able to provide services and fos- ter competition for each task order. Although LOGCAP has received criticism for being too large, it effectively provides for immediate needs in often high risk environments that demand short notice of delivery.
