Palm Beach Junior College remained the only public two-year college in Florida until 1947, when the status of St. Petersburg Junior College, begun in 1927, was changed from a private junior college to public. When the Florida Minimum Foundation Program was enacted in 1947, combined state and local support for Florida colleges became a reality.
