Sub: Provisional State Energy Account for the month of NOVEMBER 2017. … The provisional State Energy Account (SEA) for the month of November 2017 has been prepared as per Madhya Pradesh Electricity Balancing & Settlement Code, 2015 notified on 25th September 2015 and uploaded on SLDC website. In above context, the following is further submitted for kind perusal and needful please. i. The Energy Deptt. Govt. of Madhya Pradesh (GoMP) vide notification no. 2211/F-3-13/2016/XIII dated 21st March, 2016, has allocated all existing and future generating capacities to MPPMCL for maintaining uniform tariff across the state w.e.f. April 2016. However, during the discussion with MPPMCL regarding implementation of GoMP notification, MPPMCL informed to continue the capacity Allocation of Discoms in ISGS & SSGS as per GoMP notification dated 19.03.2013 effective from 01.04.2013 considering the specific allocation against Bundelkhand Region of 200 MW to MPPuKVVCL. Accordingly, Capacity allocation of Discoms is done as per GoMP notification dated 19.03.2016. The allocation of Unallocated power of ISGS is done as per the blockwise allocation of power by MPPMCL on day ahead and real time basis. Further, power allocation of ISGS power against Rajgarh solar is done to Discoms as per weighted % allocation of GoMP as intimated by MPPMCL. ii. The schedules of MPPGCL Hydel and OSP have been replaced with actual ABT meter data. However, ABT meter data of PGCIL meters for Pench HPS was not available therefore JMR data taken. Further, feeder wise data of ABT meters installed at Bargi HPS was incorrect. Thus, data was assessed as per hourly and JMR data of Generating Station. iii. Energy purchased by MPPMCL from renewable energy generators has been apportioned to all three Discoms in proportion to their actual drawal in the previous financial year as per MPERC regulation. Credit of Energy purchased by Discoms and wheeled energy of renewable generators is to be given in the Deviation Charges of Discoms. iv. MPPGCL injection of Gandhisagar, RP Sagar, Jawahar Sagar and Rajghat taken on share basis. Excess (+)/ Less (-) drawal from the bilateral Inter State Project i.e. Chambal Complex & Rajghat HEP has been apportioned to the DISCOMs as per weighted average share allocation. The 25% Share of UP in Rajghat HPS is being scheduled as per CERC order from 08-Sep-2012. Accordingly excess / less drawal by MP has been computed. v. The energy injection data of Renewable Energy Generators (REGs) connected at 33KV level is taken as per the data recorded in ABT meters for the 15MW Dhar Wind Power Projects, 30MW Ratlam Wind Farms, 15MW Tirupati Dhar Wind Farm(check meter), 30MW Prisma Renewable Energy Pvt Ltd., 30MW Renew Wind Energy (AP4), 30MW Kshema Power Wind Farm (Bherugarh), 30MW Kshema Power Wind Farm (Ghosla), 30MW Sudheer Wind Projects Pvt. Ltd. (Berchha), 29.4MW Suzlon Gujrat Wind Farm (Kachrod), 30MW Prisma Wind Projects(Sonkatch) and 15MW Solar Power Project of M/s Simcon Power & Infrastructure Pvt. Ltd.,) however, for the rest of the RE generators data is taken as per energy injection details furnished by respective SE(O&M)’s. For the REG’s connected at 132KV level and above, the ABT meter data as received has been considered. The ABT meter data has been considered matching with the changed reading cycle of Discoms. vi. The (2x2MW) WEGs at location no. K23 & K24 out of 50 MW Kukru Wind Farm connected at 132KV Gudgaon substation do not have any PPA. SLDC requested the SE(T&C), Bhopal to furnish the injection data of these WEGs so as to exclude the same from the pooling station data. However, the injection data of these WEGs has not been made available to SLDC. As such, the same could not be excluded. vii. The energy accounting of 22 Nos pooling stations of 3 No. developers has been suspended due to non-compliance of regulatory provisions. Further, the energy accounting of 4 Nos wind pooling stations who have not complied regulatory requirements and not obtained injection permission / code from SLDC has been suspended. However, total energy injection, energy purchased and energy wheeled by these RE Generators / developers is indicated in the SEA. viii. Declared Capacity of BLA Power (Unit-1) (30% of net available capacity) has not been verified as per CGM(Comm), MPPMCL letter no. 05-01/798 dated 22.06.2017, accordingly PAF not computed. ix. Declared Capacity of JayPee Bina TPP (65% of net available capacity) for claiming of Fix charges is indicated on page no.3 for Unit – I&II. Monthly Sch injection of Bina Power for contracted power and concessional power is shown separately on page no.4 for Unit-I&II for claiming variable charges by JayPee Bina Power. x. Energy drawn on 33KV feeders (3 Nos.) emanating from 220KV Sub-station Sarni and supplying power to Coal Handling Plant of STPS as well as the Energy Consumption by ATPS on 33KV Settling Tank Feeder shall be considered in Deviation charges of Discoms. xi. The scheduled energy of DVC has been considered as per the Bi-lateral REA issued / uploaded by ERPC for the month of November’2017. xii. The energy wheeled by Maharastra State Electricity Distribution Co. Ltd (MSEDCL) from Maharastra to 132KV Dharni feeder through 132KV Nepanagar S/s under Short Term Open Access is shown on page no. 10. xiii. 250MW NTPC Solar Power Project at Suwasara, Mandsaur is temporarily connected through single Ckt at 220KV Bhanpura-Badod Ckt of MPPTCL. MPPMCL has intimated to deduct the loss of 0.96% vide email dated 30.06.2017 from the injection energy. The same has been deducted from the injection data recorded at pooling station. xiv. MPPMCL vide letter no. 05-01/Commercial/845 dated 30.06.2017 have intimated the allocation of 45MW power from MPPGCL stations w.e.f. 1st April 2017 to MPAKVNL. Accordingly, scheduling of power for 45MW has been done from MPPGCL stations to MPAKVNL as per the requisition furnished by MPPMCL. xv. The SEA has been prepared on the basis of block-wise implemented schedules issued by WRLDC and Ex-Post facto revisions done by WRPC for Inter State Generating Stations (ISGS) & Other LTA and implemented schedules issued by SLDC for SSGS & IPPs. The Ex-Post facto schedules are available at WRPC website upto 19th November 2017, therefore implemented schedules of WRLDC has been considered for the period 20th to 30st November 2017 for preparation of State Energy Account. In the implemented schedules of WRLDC / Ex-Post facto revisions done by WRPC and monthly REA scheduled energy, there is a difference of 0.98 MU mainly in SSP KAPS & TAPS. The difference in energy of ISGS is distributed block-wise to match with REA. xvi. The signed copy of SEA is available on SLDC website www.sldcmpindia.com under commercial section which may please be downloaded for needful please. xvii. All the Intra State entities are requested to check and verify the State Energy Account and intimate the discrepancies observed if any within a period of 15 days. (S.
