The project starts 2012 - 2014. The aim for the project is to develop the agreement. 2012 – Focus on collection of information, areas in need of development, working groups and meeting . 2013- Exercises, workshops and training with focus on medical management together with Finland and Norway . 2014- Exercises and training with focus on guidelines Areas in focus for the project − Need for upgrading alarm procedure between Sweden and Finland − Need for extended radio communication between resources in our countries − Need for better maps in the border areas − Need for improved collaboration and knowledge − Medical command and Control at Incidents − Trauma care procedures Completed activities . Information gathered from related ambulance stations in Sweden . Treatment guidelines in each countries have been compared . RFI document to MSB/ Erillisverkot regarding communication, maps, positioning 2013 . Workshop in Abisko with participants from Narvik and Kiruna . Workshop in Arjeplog with participants from Rognan and Arjeplog Sea rescue exercise FRANK, October 2012 ERC Fin/ Swe involved. Train crash exercise December 2012 with cross-border collaboration . Exercise in Arjeplog and Kiruna May 2013 with ambulance personnel from Norway . Exercise in Luleå 2013, plane crash with staff from Rovaneimi 2014 . Workshop in Haparanda with participants from Torneå . Workshop in Övertorneå with participants from Ylitorneå and Mounio . Workshop in Pajala with participants from Pello and Enontikiö . Workshop in Tromsö with ERC represents from Sweden,Norway and FInland Projects that we collaborated with . Projects − ISI/ ISITEP 2013-2016. Integration of communication system. RAKEL-NÖDNETT − Interreg project: Airborne ambulances Norway- Sweden 2012-2014 Statistics Direction of Ambulance Number Number resource 2012 2013 2014 Finnish into Sweden 154 154 71 Finnish into Norway - - Norweigan into Finland 21 39 14 Norweigan into Sweden 10 17 1 Swedish into Finland 30 49 13 Swedish into Norway 0 0 0 Source: AMK, HÄKE, SOS Alarm Example of collaboration • A man suffered a serious burn injury while camping on a lake in northern Sweden in April 2013. • The HEMS helicopter in Gällivare could not lift due to bad weather conditions in Gällivare. • The police helicopter was out of order and the mountain rescue did not have any to send. • A Norwegian HEMS helicopter from Tromsö picked up the patient from the lake and transported him to Tromsö. • Without help from Norway this man had been into a very serious situation. • 2014, Haparanda, Sweden. Man with on going seizures. No availible ambulance. Torneå ambulance is called to the scene. Reverse the seizures. Haparanda arrives and takes responsibility for the patient • Kolari, Finland. Traffic accident between two mini vans. A number of 15 patients involved. Ambulance from Pajala assists taking two patients to Rovaniemi hospital. Proposal for improvment • Assign managers from each region responsible for continuity, development and follow-up of the cooperation between the regions. • Complete and implement the guidelines/routines. • Accenturate ERC:s responsibility to cooperate in future contracts • Follow up and reveiw the agreement during 2015. Integration of RAKEL/VIRVE/NÖDNETT, prioritized after the deliverance of ISI project . Enable for prehospital resources to operate temporarily during border cross missions . Enable for emergency driving during border cross missions .
