BACKGROUND UNDP Indonesia and the National Development Planning Agency (Bappenas) established in 2006 the People- centred Development Programme (PCDP) which intends to support local government institutions, civil society organizations and communities in the Papua region in their efforts to improve human development and to achieve the Millennium Development Goals (MDGs). This project aims at contributing to improved community welfare, in particular of indigenous Papuans through the functioning of local Government and civil society basic systems and processes for sustainable livelihood development in Papua region. Considering the interest expressed by the local government, UNDP Indonesia is exploring further engagement opportunities providing technical assistance in the governance of sustainable local economic development. Following the PCDP experience, the Papua and West Papua Acceleration Unit (UP4B)’s Business Plan on Selected Commodities (Cocoa, Coffee, Rubber and Sago), and the recent Mid Term Development Plans of the local governments, income generation programmes focused on capacity building and increased agricultural production, is a priority. This focus is important; especially since most of the Orang Asli Papua – OAP (the indigenous Papuans) are still subsistence farmers. Also, based on UNDP experience in setting up Green Commodity Facility, the PCDP will ensure that social and environmental negative externalities stemming from such production are mitigated and become a primary concern of all stakeholders. As of today, PCDP has focused its work to pilot coconut cooking oil production in Sarmi Regency. The local government of the Sarmi Regency has shown commitment and interest to further develop this approach. They have allocated about RP 4 billion to support the production of coconut cooking oil by the community. UNDP Indonesia is supporting the Sarmi Regency to develop its coconut agriculture and small-scale agro- industry to help develop the economy of the local communities. By increasing agriculture productivity and fostering the development of the manufacturing of coconut derivative products, the project aims to increase the level of household income of the targeted beneficiaries, i.e. the OAPs. UNDP is planning to develop a comprehensive local economic development programme for Sarmi, at this stage we will focus on expanding the production of coconut-based products and its derivatives. The Sarmi Government will have to take into account different issues (environmental, social, legal, economic, market demand/creation, raw material availability, etc.). For example, production should be expanded, if possible, on already degraded (cleared) land, without impacting High Conservation Value (HCV) or High Carbon Stock (HCS) forests. This needs to be done while ensuring community participation, abiding by existing rights over land for both women and men, and respecting the local governance structures (including the traditional, adat/customary, one). The Sarmi Government needs to also consider the existing and potential markets for the products. Therefore, UNDP is looking for an expert to assist the development of a concept note and plan to develop A Sustainable Local Economic Development Plan for Sarmi Government on coconut commodity. While making sure that gender and human rights concerns are addressed, the concept should integrate poverty reduction, local economic development, green commodities, and REDD+ approaches to ensure that activities are harmonized with national, Papua Province and Sarmi Regency’s priorities. The Concept Note and Plan should be able to provide clear guidance for UNDP and the Regency Government of Sarmi on what to do in the next 3 months (October to December 2014) and the upcoming 6 months (January-June 2015). II. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK Scope of work: 1. Desk review on social, economic and environmental baselines (based on secondary sources) for the Sarmi and sector of interest and build an understanding of the weaknesses, opportunities and social/environmental risks of scaling up production. 2. In coordination with UNDP, organize and carry out a field mission to Jakarta and Papua Province (Jayapura and Sarmi). 3. Engage different key stakeholders in Jakarta and Papua Province, including, local community, civil society, government, and buyers, to develop a knowledge base. 4. Identify synergies and contradictions between the poverty reduction and GCF/REDD+ approaches and the sector development. Suggest ways to address such issues. 5. Pinpoint and report bottlenecks, criticalities, opportunities and processes connected with the production of coconut and its derivatives in the context of the Papua Province. 6. Develop a Concept and Plan that could be adopted by the local government (with the support of UNDP Indonesia) aimed at providing a source of sustainable livelihoods through the increase the production of coconut (and its derivatives) in the Sarmi regency. Ideally such plan could be replicated by neighbouring districts. 7. Identify, in coordination with the local government and with the support of UNDP Indonesia, the governance needs for the implementation of the strategic plan. 8. Based on the review of relevant documentation, stakeholder interviews, and in close consultation with UNDP, develop an outline of project activities (with respective costs), for a project to increase production of coconut (and its derivatives) that is coherent with REDD+, GCF, and Local Economic Development Approaches. Expected Result/Final Deliverable: A Concept Note and Plan for the development of Sustainable Coconut Sector Development in Sarmi Regency, Papua Province which will include, among others: Information on the governance of the sector, highlighting interconnections among different government bodies, hierarchies, and possible bottlenecks; The current availability of coconut raw materials (amount, quality, location, ownership, etc.); The market potentials of coconut-based products (types, potential target market, demand of volume/amount, etc.); The current and potential capacity to produce (who, where, how, etc.) and the required supporting regulatory framework, facilities, technical assistance; A stakeholder map with a focus on land tenure, customary right holders, vulnerable groups; A participation strategy including local communities and vulnerable groups. Consideration of the potential for a multi-stakeholder coconut platform to connect different stakeholders; An estimation of deforestation/carbon footprint of current and planned coconut production; The identification of main social and environmental risks (including deforestation and impact on HCV/HCS forests; impact on rights holders, vulnerable groups), outlining how these could be addressed by both project design and complementary improvements to the legal/policy environment; The Concept Note and Plan should also Incorporate poverty reduction, gender, human rights, GCF and REDD+ approaches and steps and log frame to conduct the development of the sector. The Concept Note and Plan will be used as the primary reference for UNDP Indonesia to prepare a resource mobilization proposal. The main document should be between 20-30 pages (excluding annexes). III. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS I. Academic Qualifications: Masters in sustainable development, development, agriculture, law or similar areas. II. Years of experience: At least six years of relevant work experience in a mixture of agriculture development, agro-industry development, rural development, law and environment/REDD+, green commodities facility. Extensive experience in working with government, development agencies, and/or International NGOs. Experience developing and managing livelihoods activities. Demonstrated experience in producing high quality documents for a range of audiences. III. Competencies: Applied knowledge of and experience
