I know offender McQuay quite well and it doesn't surprise me that we would try to initiate this type of action. We are monitoring his correspondence and all mail agency wide, regarding this event. Other than this recent event and a flier confiscated in mail at Miami Correctional Facility; we have not received any indications that IDOC will be affected. 62 I will be discussing this issue via planning session next week. Currently we are considering placing all Maximum and Medium security male facilities on restricted movement during the September 9thweekend. Subject: Work Stoppage Good afternoon, I felt compelled to apprise you of some information that may be beneficial to you and the fusion center. You may already be aware. If so, please disregard. Over the past couple of weeks our Facility mailroom staff have been receiving and reviewing correspondence from a guy named Randall Paul Mayhugh, of Terre Haute, IN. Mr. Mayhugh poses as a Union member for a group that call themselves Industrial Workers of the world (IWW). Our mailroom staff have confiscated nearly 100 of the incoming flyers (attached), all to different inmates located at the Wabash Valley Correctional Facility. As you can see within this particular flyer is a massive promotion advocating the offender work stoppage on September 9, 2016. One such offender receiving this correspondence is Leonard McQuay # 874304. Leonard McQuay is a very influential inmate, who killed a correctional officer many years ago. McQuay is also a confirmed member of the Vice Lords Security Threat Group. Mr. Mayhugh recently submitted a visitation application to visit Leonard McQuay. The application was approved. Gleaned intelligence suggests that Mr. Mayhugh will be attempting to visit offender Mayhugh either on August 19, 2016 or August 21, 2016. We are in the process of disallowing this visit, due to Mr. Mayhugh's direct involvement supporting the work stoppage. A quick review of OIS confirms that Mayhugh has not visited any offender within the IDOC previously. He does J-Pay with Leonard McQuay and a Kim Baldwin # 151763 at the Rockville prison. We are in process of reviewing additional J-Pay messages. The bulk of the messages pertain to McQuay requesting assistance from Mayhugh to post things on Facebook and a "go fund me page". We have not found anything about the September 9thwork stoppage. Currently, we have not confirmed that the offenders located at this facility are planning a work stoppage. Additionally, we are not certain what Mayhugh and McQuay's agenda consists of. However, since we have confirmation that Mayhugh is promoting the work stoppage we plan to place a visitation restriction on him and revoke his J-Pay access. With that being said, should we allow the visit and attempt to record their meeting since we aren't really sure what is going on with the work stoppage, state-wide? We have not interviewed McQuay, as he has no idea that we are on to their antics. We will await further instruction from your office on how to proceed. 63 Please advise.
