SINGTEL TV – IMDA PSB CONTESTABLE FUNDS SCHEME CALL FOR CONCEPTS 1. BACKGROUND Singtel TV is calling for the submission of concepts for the IMDA PSB Contestable Funds Scheme to strengthen engagement with viewers through original and entertaining content with PSB values. The call is for short form original Chinese concepts for Singtel TV’s Jia Le Channel. The content will also be made available for catch-up on Singtel TV GO (mobile app) and e-Le Channel (Singtel TV’s latest self-packaged channel) as secondary channels. 2. OVERVIEW & OBJECTIVES Channels: Jia Le (main); Singtel TV GO and e-Le (secondary) Target Audience: Mass¹ Language: All content must be in Mandarin with English subtitles Genres: Info-educational / Info-entertainment² No. of commissioned hours: 20 hours approx. No. of series: Open to proposal Duration: 5 or 10mins/ episode ³Budget: Open to proposal Objectives: Create original, entertaining bite size content with PSB values Engage with viewers with localized content ¹Proposed concepts must appeal to the proposed target segments. - Mass segment refers to audience group of young adults to silver generation 2 Info-educational/Info-tainment: Bite-size duration to encourage easy viewing Content to be well paced to keep audience engaged Story driven where possible Resonates with local audience 3 Budget indicated is inclusive of all content components, including English subtitling and transmedia production as long as these videos supports and value-adds to the key AV content’s narrative delivery and/or to driving views. Applicants must take note that each budget proposed for each category is an “up to” amount and all submission will be subjected to a production cost evaluation if proposal is shortlisted. EVALUATION CRITERIA: ELIGIBILITY Production companies that meet all of the following requirements are eligible to participate in this call for concepts: Incorporated or registered in Singapore as a corporation, limited liability partnership, or limited partnership. Have at least 50% of Singaporean and/or Singapore Permanent Residents key creative personnel (including, for example, above the line production staff) Policy adoptees of the Tripartite Alliance for Fair & Progressive Employment Practices ; specifically Tripartite Standards on Procurement Of Services from Media Freelancers Has a good track record in the production industry and in the genre proposed Page 2 of 6 4. EVALUATION CRITERIA: SCORING Proposals will be evaluated based on the following criteria: Effectiveness of story in communicating the core PSB themes/messaging in a Present/Absent creative and engaging manner Creative merits of the project (e.g. innovativeness, transmedia concepts, 40% quality of story and narrative, as well as richness of online engagement, etc). Appealing to target audience (e.g. content relevance / potential to engage 30% with target audience, taking advantage of social media etc). Reasonableness of Budget (e.g. reasonableness of production 20% budget/costings etc.) Track record of production house and production team (e.g. Credential of 10% production house and production team on project and their track record, etc). EVALUATION CRITERIA: PUBLIC SERVICE BROADCAST (PSB) VALUES Concepts should contain a primary (required) and a secondary (if applicable) PSB values applicable for this concept and how the concept can deliver the value(s): a. Promote social values. These include promotion of family values, community bonding, social inclusiveness and cohesiveness, interests of youth and the elderly, sports, active aging, volunteerism; b. Celebrate our culture and heritage, including the arts, design, cuisine etc; c. Promote racial and religious harmony, including minority programming, tolerance to differences and mutual respect; d. Promote the Singapore identity, a sense of belonging and pride as Singaporeans, and including Singaporean’s responsibilities as global citizens; e. Foster an informed society, including news, information, analysis of current affairs that increase Singapore viewers’ understanding of Singapore and the world; and/or f. Stimulate knowledge and learning, including factual and educational programming targeting children, youth and the general population. 6. SUBMISSION DETAILS An Applicant may submit proposals for more than one project. Each proposal must be submitted through the official form available for download on this website. The form must be filled out in English and provide succinct and comprehensive information on required fields within the form. Submissions must be made via email to [email protected] - Email Subject: PSB Contestable Funds Scheme Proposals by [Name of Company] - Please note any enquiries made to this email address will be ignored. b. All enquiries to be directed to [email protected] - Please note any submissions sent to this email address will be ignored. c. Submissions must be made using the PSB Contestable Funds Scheme Call for Proposals Submission Form. In the event of multiple submissions, one form for each project must be completed. d. Supporting audiovisual material may be attached as electronic copies with submissions. e. File size of each proposal is to be kept to no more than 2MB (where supporting audio-visual materials are provided as electronic copies, file size should be no more than 4MB) Important Notes - Only proposals submitted through the official submission form and email address will be considered. - Please ensure each submission is complete. Additional information that is sent in piece meal will be disregarded. - Should there be duplicate submissions, the latest submission will be considered. 6. SUBMISSION DEADLINE The deadline for proposal submission is 3 MAY, FRIDAY 2019, 2359H/ 11:59PM. Submissions received after the submission deadline will not be considered. ANNOUNCEMENT OF SELECTION a. The final decision to proceed with the production house and concept or otherwise shall be made by the PSB Contestable Funds Scheme Evaluation Panel. b. Announcement is targeted to be September 2019 with results being published on www.singtel.com/PCFS c. Only production houses that have been awarded the projects will be notified via email. GENERAL CONDITIONS FOR PARTICIPATION d. Submissions must be made using the PSB Contestable Funds Scheme Call for Proposals Submission Form and must be accompanied with a fully completed Detailed Budget Template. Production budget must include cost of audio-visual content for transmedia platforms (excluding development cost for apps and ground event). e. Incomplete submissions will be rejected. Singtel TV has the right, but is not obliged to, inform any applicant that their submission was rejected or to provide any reasons for such rejection. Page 4 of 6 f. Proposals are subject to verification and will be declared invalid if they are illegible or otherwise inaccessible. g. All information submitted for the PSB Contestable Funds Scheme Call for Concepts will be used only for the purposes of conducting the Call for Concepts unless otherwise indicated by the applicant. h. All materials submitted including but not limited to submission proposal, audiovisual material will not be returned to the applicant, whether or not the applicant is awarded the project. Singtel TV will not reimburse any expenses incurred by the applicant during the selection process, including but not limited to creation and materials preparations (audiovisual content, photos, etc). i. All applicants’ submission(s) must be original and must not infringe the rights of, or defame or embarrass any person, firm or company. Applicant shall indemnify Singtel TV from and against all claims arising from a breach of this term. Applicant shall indemnify and keep Singtel TV, its officers, agents and employees fully indemnified against any and all loss, damage, claims and costs (including costs on a full indemnity basis) suffered and/or incurred as a result of claims and costs (including cost on a full indemnity basis) suffered and/ or incurred as a result of the applicant’s breach of any of these terms and conditions; or arising out of any information or entries submitted. j. Applicant expressly waives any and all rights, which he/she may have, either in law, in equity or otherwise, which or claim to have as a result of any alleged infringements of the applicant’s “moral rights of authors”. k. Singtel TV will not be responsible for the applicant’s inability to get through on the Internet during the submission period. Singtel TV will not be liable for computer system, software or phone line malfunctions; the loss or absence of network server connections; or any defective, incomplete, jumbled or scrambled computer transmissions or transmission failure by any computer or network that might restrict or prevent participation in the Call for Concepts.
