The continuous increase in life expectancy challenges the National Insurance Institute, which is obliged to meet changes as they occur, which directly impact behavior patterns and the needs of citizens. Everything written in masculine applies also to women. 2 The National Insurance Institute The National Insurance Institute is a state institution for social insurance that operates according to the law. Its main function is to ensure a livelihood for the residents of Israel who are unable to earn their own living and assist those who are in need. The National Insurance Institute charges insurance fees from all residents in accordance with their income and position, and pays out allowances and pensions to those eligible according to the law. The National Insurance Institute is also responsible for charging health insurance fees according to the State Health Law and forwards those health insurance fees to the HMOs. The National Insurance Institute pays allowances and pensions to people who are unemployed; to low-income individuals; to people with disabilities or mobility impairments; to victims of work injuries, accidents, and hostilities; to senior citizens; to elderly in nursing care; to families with children; to women on maternity leave; to widows and orphans; to the employees of employers who have gone bankrupt; to soldiers serving in the reserves; to volunteers; and more. Payment of the allowances is intended to ensure financial protection for all residents and families in need, whether temporary or ongoing. By levying insurance fees on the one hand and paying out allowances on the other, income is transferred from more financially well-established groups to those that are weaker and more vulnerable. This way, the National Insurance Institute contributes to a more just distribution of the national income and to the reduction of the poverty rate in Israel. In addition to financial allowances, the National Insurance Institute grants rehabilitation services and professional training to persons with various disabilities and widows, as well as nursing services for elderly who need care and counselling and support services for senior citizens. The National Insurance Institute participates through five funds that we operate to fund projects that develop communal and institutional services for populations with special needs. The projects help these populations assimilate into the working world. The funds provide financial assistance to projects for the benefit of persons with various disabilities, elderly in nursing care, disconnected youth, children at work, populations having difficulty integrating into the working world, and more. To improve the service for insured persons, the National Insurance Institute has developed a computerized information network which enables information accessibility. On our website you will find up-to-date, comprehensive information that includes information, personal service, and the option to receive letters by email.
