Introduction 1.1 Project Introduction Accompanying the relocation of Guilin Municipal Government to Lingui District and the gradual settlement of various enterprises into Guilin Xicheng Economic Development Zone is the growth of working and residential population in Lingui District and the resulted increase of domestic sewage. Lingui District Wastewater Treatment Plant (WWTP) is responsible for collection and treatment of domestic sewage in Lingui District. Since it was put into operation in 2008, many WWTP equipment have suffered from various degrees of damage or aging, resulting in a decline in sewage treatment efficiency and consequent impacts, to a certain extent on the sewage treatment work. The increase of resident population of Lingui District has been accompanied with the increase of sewage and sludge. As a result, the existing treatment process of the WWTP is found difficult to satisfy the new national requirements of environmental protection. According to the provisions of the National Water Pollution Prevention and Control Plan and the Work Arrangements of Guilin Municipality in Implementing the Water Pollution Prevention and Control Action Plan, the effluent of the municipal WWTPs must satisfy Class 1A standard by the end of 2018. Therefore, the construction of the Guilin Municipal Wastewater Treatment Plant (West) Upgrading and Renovation Project has become very necessary. Lingui District Wastewater Treatment Plant is divided into two parts, the East WWTP and the West WWTP. The East WWTP has a treatment capacity of 30,000 tons/day and adopts the A2O process to achieve an effluent quality specified in the “Discharge Standard of Pollutants for Municipal WWTPs” (GB18918-2002). Formerly Lingui Xicheng District Wastewater Treatment Plant built in August 2005 and completed and put into operation in December 2008, it adopts the CAST process and has a treatment capacity of 30,000 m3/d to achieve effluent quality standard of Class 1B specified in the “Discharge Standard of Pollutants for Municipal WWTPs” (GB18918-2002). However, due to the outdated equipment in the West WWTP, its treatment capacity can no longer meet the needs of Lingui District. Therefore, it is urgently needed to upgrade and improve Lingui District (West) Wastewater Treatment Plant and replace the old equipment and implement enclosed deodorization of the related facilities. The East and West WWTPs are jointly responsible for treatment of wastewater in Lingui District, with the West WWTP mainly collecting domestic sewage in the urban area while the East WWTP mainly collecting sewage from parts of the urban area and Miaoling Community. About 95% of the sewage collected by the East WWTP is domestic sewage and the remaining 5% industrial wastewater (It is required that the industrial wastewater must reach Class 1 standard of the Integrated Wastewater Discharge Standard (GB8978-1996) before being connected to the municipal pipelines and transported to the municipal WWTPs for treatment). 1 In order to reduce the discharge of urban sewage pollutants, improve water environment quality of the watershed and guarantee physical health of residents and speed up economic development in the urban area of Guilin, Guilin Municipal Drainage Co., Ltd.
