W fY Dear Sirs, This letter constitutes a request for information under the Freedom of Information Act. I understand that the NRC has granted to CAMECO, a Canadian mining and energy corporation, or to a predecessor company, Eldorado Resources Limited. | an " exemption order" regar ding a waste product generated at the company's ' Port Hope, Ontario, uranium conversion facility. The vaste in question is , described as dry calcium fluor *.de. It is a solid residue produced in the ! regeneration of the gaseous fluorides scrubbing circuit and is contaminated with 100 to 200 ppm uranium. Estimated annual production of this waste is 1400 metrip tons. The NRC's " exemption order" would reportedly allow the waste described above to be disposed of, within the 'Inited States, as a chemically hazardous (RCRA) waste instead of as a low-level radioactive waste. The " exemption order" is believed to have been issued recently (1988 or 1989), but this is not certain. CAMECO's intent, at the time of the exemption, was to ship the waste for land burial at the RCRA appraved Model , Cities chemical landfill in New York State. I The infortcstion elicited by this request is as follows: a. a copy of the " exemption order" (however entitled) described above; b. a copy of the original request by CAMECO (o- Eldorado Resources) for the " exemption order"; i c. a copy of any correspondence between CAMECO (or Eldorado Resources) and the USNRC relating to the " exemption order" and the request i therefor. As a major commercial producer of depleted uranium (NRC license SMB-179) and a manufacturer of products from this material, NMI consistently ; strives to improve its waste management procedures and practices.
