No.61(1470)/CWC Matter/SCPS/AD(ICPS)/DWCD/2021/181 Dated:-04.05.2021 ORDER Sub:- WCD- District Task Force and the CCU for safety and protection of children Whereas the pandemic of COVID-19 has adversely affected children and enhanced their vulnerability particularly those who have lost parent/s or suffered economic loss in the family. At the same time, there is an unfortunate trend of perpetrators becoming active to exploit the situation. Children are thus put at greater risk of being sold, trafficked and placed in illegal adoption. And whereas, the Department vide order dated 28.04.2021 has already designated all the District Women & Child Development Officers as Nodal Officers of the district concerned to attend to all issues and grievances for proper care of children and to ensure that the management of the Child Care Institutions functions effectively to contain the spread of COVID-19 amongst children residing in the CCIs. And whereas, district-wise Committees had been constituted vide Order dated 29.04.2021 to visit the CCIs (both Govt. and NGO run) to assess the establishment and isolation facilities for COVID-19 suspected/ affected to ensure protective measures and health care management so that the overall interest of the children is protected. And whereas, Section 106 of the Juvenile Justice (Care & Protection of Children) Act, 2015 mandates for the State Child Protection Society to ensure the implementation of this Act, including the establishment and maintenance of institutions under this Act, notification of competent authorities in relation to the children and their rehabilitation and co-ordination with various official and non- official agencies concerned. Now, therefore, a District Task Force is constituted comprising of the following officers to take up and attend to all issues and grievances related to children affected by COVID-19 and to coordinate with the District Surveillance Officers, CDMOs and O/o of the District Magistrates in a coordinated manner : 1. Nominee from DCPCR. : Member 1 | Page The District Task Force shall take cognizance of any news/ message circulated on digital platform / media/ statutory bodies regarding abandonment of children, any person offering or receive a child through illegal means and take immediate action in coordination with the Child line, Local Police and ACP of Juvenile Security Cell of the Department. The District Task Force shall visit the CCIs (both Govt and NGO run) under their jurisdiction on regular basis to oversee the facilities and services available for the children and facilitate the management in availing support from the district authorities, CDMO , any other agencies for COVID-19 testing, vaccination, availability of medications, health equipment and medical care/ hospitalisation, as the case may be. The District Task Force shall work closely with the Central Control Unit (CCU), which has been set up at the WCD HQ. This Control Unit will work in synergy with the Helpline set up by the Delhi Commission for Protection of Child Rights ( No.9311551393) and Childline (1098) to facilitate rescue, counselling and support for care, protection and well-being of all the children reported to be at risk or in the institutional care. The central control unit is manned by officers/ officials at the WCD HQ comprising of the Child Protection Unit (CPU) and is headed by the Director WCD. The CCU will be assisted by the DTF headed by Nodal Officers/ District WOmen & Child Development Officers on a day-to-day basis. The CCU and the DTF shall make use of the resources already committed by the Delhi Government for Covid care management ( as per Annex ‘A’) and also augment resources as may be required to strengthen the child care services and respond to the need of the hour in the best manner possible.
