B. Regional Weather Situation ••• Based on the report of Pagudpud Mayor Marlon Sales, Burgos Mayor Cresente Garcia, Engr. Camilo Eda of Bacarra and Engr. Conrado de Vera of Pasuquin, there had been no significant emergency incident monitored after the landfall of TS “Pepeng” over the northern tip of Ilocos Norte Tuesday night. From 8:00 to 10:00 PM, strong winds with moderate rainfall had been observed. The said municipalities were reported to have implemented pre-emptive evacuation in the high risk barangays II. EFFECTS A. Estimated Cost The cost of assistance provided by the Government and NGOs/Other GOs is PhP 43.036 Million , broken down as follows: NDCC 10,676,250.00 DSWD 15,214,672.89 DOH 508,284.38 LGUs 19,070,456.61 NGOs / GOs 566,998.00 2. NDCC Rice Assistance 10,700 sacks of rice were released for distribution in Regions I, II, III, IV-A, IV- B, V, and CAR F. Status of Lifelines 1. Telecommunications, Power Region I As of 07 October, all Poblacion of Ilocos Norte have power supply restored; partial power restoration in Laoag City and the municipalities of San Nicolas, Bacarra, and Pasuquin Power outage in Luna and Sto. Tomas, La Union and in some areas in Ilocos Norte due to damaged cable wires and fallen trees Power interruption since October 03, 2009 in Sta. Catalina, Sto. Domingo, Magsingal, San Juan, Cabugao and Sinait in Ilocos Sur Ilocos Sur municipalities of Santa, Magsingal, San Juan, Cabugao, Sinait, Lidlidda and San Emilio are still without power; partial restoration in 16 other municipalities Region II Telecommunications through various service providers (PLDT, Smart, Globe) in Cagayan Province is intermittent 3 Power outage in Tuguegarao and northern portion of Cagayan Province CAR Power blackout in Apayao (CAGELCO) and Kalinga. Power has been restored in Ifugao and in Mt. Province since Tuesday; and partially restored in Abra 2. Status of Roads and Bridges (Tab F) Based on DPWH’s assessment and reports from concerned OCDRCs, 41 road sections have been rendered impassable due to landslides, mudslides and flooding Region II: All major road sections and bridges are passable to all types of vehicles except in Santiago-Tuguegarao Road K0444+800, Enrile, Cagayan 11 major roads are still closed; 1 bridge not passable (Kennon Rd. closed due to landslide) G . Information on the scheduled dam water release was forwarded to OCDRCs 1 and 3 for dissemination to Pangasinan and Tarlac PDCCs Magat Dam In view of the re-entry of TS “Pepeng” in the country, moderate rains were observed over the watershed for the past 12 hours (80-100 mms) and with the saturation of the watershed any additional rainfall will cause the increase of the Reserve Water Level (RWL) of Magat Dam. Hence, the NIA-MARIIS Operations Manager was directed to operate the spillway based on the inflow equals outflow scheme to maintain the RWL of the dam 4 H. Flood Monitoring Region I Ilocos Norte - 7 brgys in Dingras, Nueva Era, Paoay, La Union - 6 barangays in Bangar and Luna Pangasinan - 42 brgys in Bautista, Binalonan, Calasiao, Rosales, San Manuael, Sta. Barbara, Tayug and Dagupan City Ilocos Sur – 57 barangays flooded: Magsingal (3), Narvacan (1), San Juan (3), Bantay (4), Vigan (1), Caoayan (1), and Sinait (44) Region III Bulacan (Baliwag and Calumpit); Pampanga (Sta. Ana) and Zambales (Botolan-6 brgys)) OCDRC III is coordinating with the Management of Angat and Pantabangan Dams on the possible release of water PDCC Nueva Ecija is continuously monitoring the situation for any eventuality (i.e. flooding) in case of release of huge volume of water from the Pantabangan Dam As of 04:40 PM, 06 October, 125 barangays were still flooded (1 to 3 ft depth of water) in Pampanga, Tarlac, Zambales and Nueva Ecija in Region III CAR As a result of flooding , evacuation centers in Apayao, Abra, Kalinga, Baguio City and Benguet were re-opened since last night Apayao and Chico Rivers swollen Flooding in lower Apayao Municipalities such as Flora, Luna, Pudtol and Sta. Marcel I. Emergency Incidents Landslides (9) Baguio City; La Trinidad Benguet; Catanduanes; Apayao, Benguet. Kalinga, Mt. Province and Ifugao and along the highway in Brgy. Banaoang, Santa, Ilocos Sur - one lane passable Dike in Brgy. Sta. Maria East, San Nicolas Pangasinan is in danger of totally eroding due to huge volumes of water flowing in the Calabasian River, which might result to massive flooding that would reach as far as Tayug. At-risk communities have been evacuated (3 families/14 persons in 3 barangays) Water level along Bued River in the Municipality of Sison, Pangasinan had been reported to reach above normal level. Mayor Kimi Cojuangco fears possible flooding, not only in Sison but also in adjacent municipalities. J. Health Concerns There has been a reported increase in the number of cases of diarrhea in Brgy Ammacian, Pinukpuk, Kalinga 5 III. Humanitarian Response A. National NDCC continuously disseminated weather and flood advisories and gale warning to concerned regional offices through SMS and facsimile for further dissemination to their respective local disaster coordinating councils NDCC issued NDCC Memorandum No. 19 dated 30 September 2009 to Chairpersons, MMDCC, RDCCs, LDCCs; Regional Directors, OCDRCs and Deputized Coordinators on the reiteration of the “Zero Casualty” Policy during Calamities On October 04, 2009 and October 6,2009, National Defense Secretary and Chairman, NDCC Hon. Gilberto C. Teodoro, Jr. and party proceeded to OCD R-II to meet with the Chairman, RDCC-II and OCD-RD-II and Lambakin, Marilao, Bulacan respectively, to assess the effects of TS “PEPENG” in the above-mentioned regions DSWD activated and mobilized the DSWD-Central and Field Offices’ Quick Response and Social Welfare and Disaster (QR/SWAD) Teams in all affected DSWD FOs to closely monitor displacement of families in coordination with LDCCs at all levels; released PhP11.5 Million additional standby funds to DSWD-FOs for the purchase of emergency relief supplies for the affected families; and prepositioned PhP95 million stand by funds and stockpile of relief commodities; provided PhP15.214, 672 worth of assorted relief supplies , food and non food items. International Organization for Migration (IOM) upon request of the European Commission’s Humanitarian Aid Department (ECHO) will conduct an assessment mission to augment existing initiatives of the Inter Agency Standing Committee (IASC) partners, including the OCHA to gather sufficient information on the effects of TY “Pepeng” in northern Luzon in Isabela and Cagayan in Region II; Apayao in CAR; and Ilocos Norte in Region I NCR Marikina City Mayor Fernando ordered the evacuation of residents living along low lying areas and the riverbanks for their safety in case volume of water rise along the Marikina River Malabon City Mayor Oreta deployed 6x6 truck with Philippine Army personnel and rescue team on standby/alert Caloocan City Mayor Echiveri set up a tactical operation-center of 24/7 hours and conducted comprehensive risk assessment of residential structures In Pasay, DSWD has established a National Resource Operations Center as drop off point of relief goods The PNP Capital Regional Command, AFP on alert and ready for dispatch to conduct rescue, evacuation and maintain peace and order Region I 50 th IB, Navy, PNP RMG, PCG, NTC R1 and NFNL on standby for emergency response OCD released 200 sacks of rice to each PDCC and Cong.
