What is the Purpose of this Guide? • This booklet outlines the key steps for you to follow once HAROLD has been implemented within a Incident Management Area on the C182 Hinkley Road to Cannington. It is worth noting that the incident could not only be a Road Traffic Collision (RTC), but any incident which results in a temporary road closure from The Main road (C182) from Cannington to the Hinkley Point Sites Only. • This Booklet will: – Explain what HAROLD is and how it works; – To show and explain the different incident routes which are in place; – Give guidance on what happens once an incident occurs; HAROLD main purpose is how to move People not Freight (HGVs) What is HAROLD? • HAROLD is a multi agency process which sets out how the Traffic Incident Management Plan (TIMP) will be implemented during the construction of Hinkley Point C (HPC) It primarily concerns the movement of People (not Freight) to and from the Hinkley sites. • There are 5 possible diversion routes depending on the incident location. • These are the permanent fixed signs on the 5 incident routes: • Incident Routes 1 Incident Routes 2 • Incident Routes 3 Incident Routes 4 • Incident Routes 5 Inbound Route • Variable Message Signs (VMS) will indicate which diversion route to take and associated signage. VMS Signs will be in operation to notify traffic immediately after a road closure to advise of the diversion route which needs to be taken VMS Signs • Approved permanent diversionary signage will be located on all the agreed 5 routes. • Two Mobile VMS signs will be activated and in operation immediately after a road closure on the C182 has been implemented:- Road Closed in 1.5 miles Follow • The 1st one will be positioned on the first diversion roundabout at the main site entrance for vehicles leaving all 3 Hinkley sites. Variable Message Sign at Hinkley Point Road Closed in 4.3 miles Follow • The 2nd will be positioned on the first A39 diversion Cannington Roundabout, as approaching from Bridgwater.
