SESSION OF 1999 Act 1999-35 237 No. 1999-35 A SUPPLEMENT SB 572 To the act of May 13, 1999 (P.L.64, No.6), entitled “An act providing for the capital budget for the fiscal year 1999-2000,” itemizing public improvement projects, furniture andequipment projects, transportation assistanceprojects, redevelopment assistance and redevelopment assistance capital projects, flood control projects, Keystone Recreation, Park and Conservation projects and forestry bridge projects to be constructed or acquired or assisted by the Department of General Services, the Department of Conservation and Natural Resources, the Department of Environmental Protection, the Department of Community and Economic Development, the Department of Transportation, the Pennsylvania Fish and Boat Commission or the PennsylvaniaGame Commission, together with their estimated financial costs; authorizing the incurring of debt without the approval of the electors for the purpose of financing the projects to be constructed or acquired or assisted by the Department of General Services, the Department of Conservation and Natural Resources, the Department of Environmental Protection, the Department of Community and Economic Development or the Department of Transportation; stating the estimated useful lifeof the projects; authorizing certain waivers; making appropriations; and making repeals. The General Assembly of the Commonwealth of Pennsylvania hereby enacts as follows: Section 1. Short title. This act shall be known and may be cited as the Capital Budget Project Itemization Act for 1999-2000. Section 2. Total authorizations. (a) Public improvements.—The total authorization for the additional capital projects in the category of public improvement projects itemized in section 3 and to be acquired or constructed by the Department of General Services, its successors or assigns, and to be fmanced by the incurring of debt shall be $1,970,833,000. (b) Furniture and equipment.—The total authorization for the additional capital projects in the category of public improvement projects consisting of the acquisition of original movable furniture and equipment to complete public improvement projects itemized in section 4 and to be acquired by the Department of General Services, its successors or assigns, and to be financed by the incurring of debt shall be $91,657,000. (c) Transportation assistance.—The total authorization for the capital projects in the category of transportation assistance projects itemized in section 5 with respect to which an interest is to be acquired in or constructed by the Department of Transportation, its successors or assigns, and to be financed by the incurring of debt shall be $980,555,000. (d) Redevelopment assistance.—The total authorization for the additional capital projects in the category of redevelopment assistance and redevelopment assistance capital projects itemized in section 6 for capital 238 Act 1999-35 LAWS OF PENNSYLVAMA grants by the Department of Community and Economic Development, its successors or assigns, and to be financed by the incurring of debt shall be $3,578,353,000. (e) Flood control.—The total authorization for the capital projects in the categoryof flood control projects itemized in section 7 and to be constructed by the Department of Environmental Protection, its successors or assigns, and to be financed by the incurring of debt shall be $61,958,000. (1) KeystoneRecreation, Park and Conservation.—The total authorization for the capital projects in the category of Keystone Recreation, Park and Conservation projects itemized in section 8 and to be constructed by the Department of Conservation andNatural Resources, its successors or assigns, and to be financed from revenues in the Keystone Recreation, Park and Conservation Fund shall be $128,649,000. (g) Game Fund projects.—The total authorization for the capital projects in the category of public improvement projects itemized in section 9 to be acquired by the Pennsylvania Game Commission and to be financed from current revenues of the Game Fund pursuant to executive authorizations shall be $1,927,000. (h) Fish and Boat Fund projects.—The total authorization for the capital projects in the category of public improvement projects itemized in section 10 to be acquired or developed by the Pennsylvania Fish and Boat Commission and to be financed from current revenues of the Boat Fund and the Fish Fund pursuant to executive authorization shall be $5,200,000. (i) State forestry bridge projects.—The total authorization for the capital projects in the category of State forestry bridge projects itemized in section 11 to be constructed by the Department of Conservation and Natural Resources, its successors or assigns, and to be financed by oil company franchise tax revenues pursuant to 75 Pa.C.S. § 9502(a)(2)(iv) (relating to imposition of tax) shall be $31,228~000. (j) Drug forfeiture funds projects.—The total authorization for the capital project in the category of public improvement projects itemized in section 12 to be acquired or developed by the Department of General Services for the Pennsylvania State Police, its successors or assigns, and to be financed by drug forfeiture revenues shall be $300,000. Section 3. Itemization of public improvement projects.
