CYNGOR CYMUNED LLANFYNYDD COMMUNITY COUNCIL Minutes of the Virtual Annual General Meeting held Monday 15thFebruary, 2021 for 7.00pm. 1. CHAIRMAN : Cllr. L. Williams 2. PRESENT : Cllrs. Janet Jones, Joan Jones, S. Owen, A. Partridge, A. Roberts, D. Hughes, J.M. Barber C. Thomas & R.S. Edwards. 3. APOLOGIES : Cllr. C.W.J Rhodes (no video connection) Proposed Improvement works – Hollybush Junction, Cefn-y-Bedd The Chair welcomed Jessica Wellstead FCC Technical Officer and Mr Ian Bushall FCC Streetscene Area Manager to discuss the Improvement works at the Hollybush Junction. Jessica Wellstead gave the following update:- FCC has been successful in obtaining WG Grant funding for bus and highway improvements along the Mold to Wrexham bus corridor. Part of this grant will be to make significant improvements to the A541/B5102 junction adjacent to the Holly Bush PH. The Holly Bush junction came forward as a problem area. The Scheme has been approved and is ready to go – Contractors are waiting to go on site. It will still be a T Junction with Traffic light signals. The scheme will provide 3 legal spaces for parking. Access issues at 1-5 Stone Row Cottages have been raised after meeting with a resident. As part of the works FCC will be remedying the access issue and providing dropped access. The resident, under permitted development will have off road parking for at least 4 vehicles onto the drive and will not have to go through the planning process. There will not be any illegal parking. The Abermorddu Traffic Lights are to be upgraded which will include ‘Mover Detector Signals’ detect queue lengths and will communicate with the Holly Bush Traffic Lights. Signs on low bridges will also be upgraded to high illuminated signage and a system that users lasers to monitor traffic on approach to obstructions such as bridges will be installed, giving a warning to vehicles over Height. Signage will be renewed on Cefn-y-Bedd bridge. The Junction improvements have also taken into consideration large vehicles – a model run took place to ensure the turning of wagons etc. The highway is to be re-surfaced from Abermorddu Garage to the County Boundary, as far as they can with funding. The work will take approximately 10 weeks to complete; there will be a 24-hour helpline with the contractors. County Councillor Mr Dave Hughes thanked the Officers involved in the design and enhancing the Junction. The ward will benefit from a half million scheme. Mr Ian Bushell explained changes had to be made how things have been done because of the Pandemic, it has been harder to explain things due to restrictions in place regarding public consultation. FCC had to formulate a different approach to how they engage with residents (approved by Cabinet). A 600 residents letter drop was undertaken, advising of the proposed works, signposting to the plan and other information on the FCC website. A dedicated email address and phone number were also provided and an option to discuss via phone/virtual meeting or individual one to one meeting (Covid compliant) was provided. It is ring fenced grant funding that has to be spent on this project. It was also noted the Rail Services has reduced their services and are running every 2 hours. It would be of benefit to the public if the services were to be increased to accommodate for the disruption at both Junctions. The Chair and members thanked both Officers for attending this evening. ELECTION OF OFFICIALS Councillor R. Edwards proposed we carry on as we are if the present Chair and Vice-chair are happy to remain in office. Seconded: Cllr. Joan Jones supports the proposal. Members present voted in favour of Cllr. L. Williams to continue as Chair and Cllr. A. Roberts to continue as Vice- Chair. Cllr. Lee. Williams accepted the Office as Chairperson and Cllr. Andrew. Roberts accepted the Office as Vice-Chair. Hope United Charity Trustee The Clerk informed members Cllr. Bill Rhodes would be pleased to carry on the roll as Llanfynydd C.C representative. Members present voted in favour of Cllr. B. Rhodes representing Llanfynydd C.C Sub-Committees – Full Council 6. PCSO – RYAN THOMAS Police update and report – None received. Councillor’s D. Hughes and C. Thomas had attended a Police meeting in which new PCSO’s have been allocated to our area. The Clerk will be sent the updated contact information. 7. MINUTES OF THE MEETING – 18th January, 2021 The Minutes were adopted as a true and correct record Proposed: Cllr. R. Edwards Seconded: Cllr. A. Partridge 7a. Matters raised from the minutes Item 13 – Installation of a new post and bridleway gate at the entrance to the Llanfynydd to Coed-Talon Bridleway – Flintshire C.C Countryside Services have done a great job. Trees along the river Cegidog overhanging properties in Cegidog Avenue, Ffrith. – The Clerk visited the area and spoke to a couple of residents who have concern regarding the tall trees overhanging their properties. The landowner will need to be traced before any work can be carried out. Cllr. A. Roberts has requested a letter of thanks is sent to FCC Streetscene Services for the fantastic response to the flooding. The heavy rainfall caused a huge amount of work; debris, landslides and flooding. Everyone worked extremely hard including Farmers, NRW and Welsh Water it was magnificent what they did. 8. MAES OFFA – LLANFYNYDD SCHOOL FIELD To discuss the CAT application. All members had received a copy of the application prior to the meeting, there were no amendments to the application. Councillors thanked Cllr. Joan Jones for putting together an excellent application. Mr Shaun Darlington FLVC will look through the application and advise of any changes if required, and if other documents need to be included before submission to FCC. It was proposed by Cllr. A. Roberts to submit the application. Seconded: Cllr. C. Thomas All in favour – Motion carried Page 583 Mr Derrick Charlton – FCC Public Rights of Way Officer to be contacted if he could give his interpretation of the Public Right of Way going down the lane running behind Llanfynydd Post Office, if possible to clarify ownership of the Boundary. It was also noted that Sarah Slater – FCC Biodiversity Officer would be happy to offer support with the project of creating a wildflower meadow. It was also discussed some time back a flower meadow in Ffrith playing field – this needs to be re-visited for further discussion. 9. SPEEDING ON THE B5101 – LLANFYNYDD to FFRITH Discussion of possible funding of vehicle activated ‘slow down’ 30mph signs and updates received. It was agreed by members to wait until after May when FCC officers can visit the area and discuss what options there are. It was also noted coming out of the village there is no clear signage in relation to the approach on the ‘Blind hill’ near the RDA. It would be good to scheme the area for walking and cycling, something to emphasize what the area is used for. A site visit to be arranged to discuss ideas put forward by members. The new PCSO’s for our area could possibly attend with the speed gun – a request will be put forward. 10. CARETAKER DUTIES The caretaker duties were discussed and the following matters to be put on the list to be done:- 1. Clearing gullies – to brush the top of gullies to keep them clear of leaves etc. 2. To cut back brambles overhanging pavements. 3. Cegidog parking area – To sweep and clear the area of overgrown vegetation. 4. To sweep outside Abermorddu Primary School. It was also noted the amount of litter on the Ffrwd Road (B5012) it seems to be the worst road in North Wales and is causing a lot of dissatisfaction on social media. The community is making a big effort to help clean the litter. Fly tipping is still in the lay by on the Ffrwd road, which should have been blocked off some months back by FCC. There is so much litter and dog fouling at the moment blighting the appearance of villages and highways. 11. PAYMENTS TO COMMUNITY CENTRES Community Centres are not making any income, as they have had to remain closed due to the Pandemic. Llanfynydd C.C would normally hold meetings in the village halls on a rota system, at present LCC have to hold virtual meetings via Zoom. Normally LCC would pay £300 per annum to hire a building for meetings. Cllr. R. Edwards proposed the £300 is shared between the five organisations where meetings would normally be held. Abermorddu, Cymau, Ffrith, Llanfynydd & Pontybodkin. Seconded: Cllr. A. Roberts The Chair asked for a vote on the proposal. All in favour – Motion carried. 12. LLANFYNYDD COMMUNITY COUNCIL NEWS To discuss putting out monthly updates and current issues. The Newsletter has not been published for over 12 months, it was agreed that LCC needs to communicate with our communities/wards. Cllr. R. Edwards proposed that each ward get together and discuss what news they wish to put onto the website. Members agreed to the proposal Page 584 13.
