Our October meeting was held on Monday 15th. A number of items were updated from last meeting's minutes. Recycling Centre. We are waiting for EDC to inspect the new area and organize the transfer of the collection bins to the new site. Defibrillator for Church Brough. It will be installed when the electricity supply has been rerouted. Back Lane, Brough. Cllr. Dew CCC reported that there will be a meeting on Monday 19th October, with Cumbria's Highways Dept., himself and our Clerk, to evaluate the traffic problem. Former Cllr. Malcolm Smith. Donations towards the restoration of the clock tower, Brough. Mrs. Smith's preference is for a commemorative plaque to be placed on the clock tower if at all possible. This will be followed up. Tennis Court. Church Brough. Cllr. Brocklehurst has made several inquiries, as to the cost of screening either end of the court. Further discussion will take place, as part of the Parish Plan and Budget Setting processes. Dog Fouling. Cllr. Ellwood met the dog warden, who was rather impressed with the cleanliness of the village. Cllr. McKenzie had spoken to Karen McSkimming, supplied her with some large stones, and there are now stones appearing around the Parish, painted by Karen, with anti dog fouling messages! They have been noticed and their success or otherwise will be monitored. Football Pitch. Our Clerk and Cllr. Allison met with two young people, anxious to re-establish Brough Football Club. They will set up a committee, and Cllr. Allison is prepared to offer help and advise. Jubilee Orchard. The plan of the orchard has now been received and a quote for pruning the trees has been received and accepted by Council. There is a dormant bank account and our Clerk will ask that it be transferred to the Council's account, as we are now meeting maintenance costs. A sign will also be commissioned. Cllr. Simpkins reported that EDC has secured £0.5m for energy conservation improvements across the District and Brough has been identified as an area that could benefit from measures such as improvements to loft insulation, double glazing, heat pumps etc. There is a deadline of March 2021. It will be promoted through The Way Magazine. Cllr Dew supplied information regarding the impact of Covid-19 in our area and he is also pushing for the re-opening of KS library. Snowmen. This event will take place on Saturday December 7th. Council had received a request for financial support from the youth group. We all agreed it was an excellent idea and agreed to donate £200 towards it. We also agreed that should it generate any income the youth group should keep that too There was of course more. Councillor Hauser gave an update of the proposed Warcop play area improvements. Currently there are 3 plans and quotes in which vary in equipment and design layout. Councillor Hauser will put together a questionnaire for parents and residents asking for their opinions as to what they would like to have in the play area. Fund-raising events will also be organised as well as putting in bids for grants. The chairman gave an update regarding the proposed dualling of the A66. The PC would prefer a northern route between Brough and Appleby bypass, which would go through ANOB and MOD land, and Natural England have been an opponent against this route and are pushing for the southern route, promoted by Highways England, which is not the better option. A resident has written to Highways England along with the PC to make a case to push the northern route forward. The PC are not against the proposed dualling of the A66: they just want the best, environmentally cleanest and safest route for the parish. Dog fouling seems to be a problem again in the village of Warcop. The clerk will order some more signs to go up. The chairman is asking for all residents to sign up to the parish information sign up form which is available on the website: www.warcop.org.uk.
