The President of the Republic is authorised to ratify the following international Agreements signed in Rome on 25 March 1957: (a) Treaty establishing the European Atomic Energy Community and annexes; (b) Treaty establishing the European Economic Community and annexes; (c) Convention on certain institutions common to the European Communities. 2. The Agreements indicated in the preceding article shall be implemented wholly and in full with effect from the day on which they enter into force, in accordance with Articles 224, 247 and 7 respectively of the agreements indicated in Article 1(a), (b) and (c). 3. The Italian members of the European Parliament, as it is referred to in Articles 307 and 138 of the Treaty establishing the European Economic Community, and in Articles 107 and 108 of the Treaty establishing the European Atomic Energy Community, as well as in Section 1a of the Convention on certain institutions common to the European Communities, shall be elected by the Chamber of Deputies and the Senate of the Republic from among their members in the number of eighteen per Chamber. 4. The Government shall be authorised, up to the entry into force of the second stage of the transitional period set out in Article 8 of the Treaty establishing the European Economic Community, to issue, by decrees having the value of ordinary law and in accordance with the guiding principles contained in the Treaties establishing the European Economic Community and the European Atomic Energy Community, the measures required: (a) in order to fulfil the obligations laid down by Article 11 of the Treaty establishing the European Economic Community, together with the obligations contained in Chapter IX of the Treaty establishing the European Atomic Energy Community.
