The bulletins are available on the ANF website: http://www.mass.gov/eoaf/bulletins.html ANF Bulletin #11 Energy ANF Bulletin #13 Biofuels ANF Bulletin #12 Green Buildings ANF Bulletin #11: Sets the Goal of a 15% reduction in Building Energy by 2010. A multi-agency task force will work with agencies to reach a reduction in ‘non- renewable’ building energy consumption by 15% by 2010. The goal can be met through increased energy efficiency, operational changes, and use of on-site renewable energy and other alternative fuels. ANF Bulletin #12: Establishes Minimum Green Building Standards for new State Buildings and Major Retrofits of “Massachusetts LEED Plus”. This new standard requires new and renovated state buildings to qualify for basic LEED certification, and also meet certain Energy, Water, and Smart Growth criteria. Third party commissioning will be used to ensure standards are fully implemented. ANF Bulletin #13: Sets Minimum Biofuel requirements for State Fleets and #2 Oil. Beginning in Fiscal Year 2008, state diesel fleets will be required to move to a B5 or higher blend of Biodiesel, and subject to pilot testing this winter to a B3 or higher Bioheat blend of #2 heating oil.
