Mr. Mr. lacuonAld Mr. Anscomb Mr, Carson ?in% terry Mr. ms% mg% Mr. Mr. To His Honour The Lieutenant-Governor in Council: The undersigned has the honour to RETORT:- THAT the British Columbia Power Commission has submitted a 4 report on a proposed power development on Campbell River and trans- mission lines to supply power from Campbell River to Nanaimo and Alberni and intervening points: AND FURTFLR TO REPORT THAT the British Columbia Power , Commission recommends that for the purposes related to the genera- tion and supply of power as outlined in the said report the Com- mission be authorized by the Lieutenant-Governor-in-Council in accordance with the provisions of the "Electric Power Act" to do the things hereinafter set forth: 4 ANL TO RECOMMEND ACCORDINGLY THAT the Lieutenant-Governor- in-Council approve in principle:- 11( (I) The development, construction and operation of a hydro-electric power plant of 50,000 H.P. capacity on Campbell River, Vancouver Island, in accordance with recommendations and preliminary plans made by H. G. Acres and Company as set forth in a report by the said G. Acres and Company dated July 14th, 1945, the said power plant to be built at an estimated cost of $3,731,974; .84/1p- (II),The construction and operation of transformer Px„,,,,..(00-- stations at or near the aforesaid power plant at Campbell River and at or near Courtenay Alberni, and Nanaimo, respectively, together with transmission lines from Campbell River to Nanaimo and to Alberni, all in accordance with recommendations and preliminary plans for phases 1 tend 2 of STAGE I of deve- lopment as set forth in the aforesaid report la: H. G. Acres and Company, the said trans- former stations and transmission lines to be constructed at an estimated cost of $3,282,941. 4 AND TO FURTHER RECOM1UND that as a first stage r in implementing the foregoing program the Lieutenant-Governor in-Council authorize the Commission in accordance with the provisions of the said Act: -2- (I) To install one 25,000 H.P. unit at Campbell River, at an estimated cost of $3,224,170, -and- To construct a transmission line from ION Campbell River to Nanaimo and Alberni equipped with one circuit and tbans- formation stations at Campbell River, Courtenay, Nanaimo and Alberni at an estimated cost of $2,491,000. (II) To exercise any or all of the powers enumerated in Section 4 of the said Act deemed necessary for the construc- tion and operation of the aforesaid power plant, transformer stations and transmission lines. (III)To exercise from time to time any or all of the powers of expropriation under the said Act for the purpose of acquiring the lands and easements for the construction and operation Of the aforesaid power plant, transformer stations and transmission lines. PROJECT NO 50a O-ELECTRIC GENWATINO PLANT FOR VANCOUVER ISLAND, and PROJECT NO 107 WIANSNISSICH LINE TC SUPPLY VANCOUVER ISLAND REPORTI 1. Supplementing the general program of development outlined in the Commission's report dated June 5th, 1945, it is advised that Messrs. H.G. Acres & Company of Niagara Falls, consulting engineers to the Commission, have submitted the result of their investigations upon pro- jects 502 (hydro electric generating plant for Vancouver Is- land) and 507 (high voltage transmission line). 2. The conclusions of this firm are contained in a report dated July 14th, 1945, entitled "The Development of Hydro Electric Power on Vancouver Island", a copy of which report is attached hereto - Exhibit "A". 3. It will be noted that after investigation of the six (6) principal sources of power available on Vancouver Island it has been determined that in all elements, in- cluding that of potential capacity, Campbell River, is outstanding in its suitability for economic development. 4. Having established such a conclusion the development of Campbell River has been outlined in stages which are capable of construction corresponding to the anticipated power consumption requirements. 5. The general program outlined in the Commission's report of June 5th, 1945, and now supported by essential information and estimates in Messrs Acres & Company's report, envisages a complete development for Vancouver Island with all privately owned distribution systems north of Victoria, owned and operated by the Commission and supplied from a single hydro electric plant. The first stage of development provides for 50,000 hp in- stalled capacity at Campbell River with a double circuit transmission line to lanais, and Alberni. The line cap- acity will be 100,000 hp. The second stage provides for increasing the generating capacity to 100,000 hp and ex* tension of the transmission lines to Victoria, so that any increment in the Victoria Load may be supplied from Campbell River. 6. There is submitted herewith, as dbit Be, the Commission's analysis of estimated capital cost and required annual revenue for a development in suscessive stages to produce 25,000 to 100,000 H.P. It is evident the initial installation should be 50,000 H.P., which will include Phases 1 and 2 of STAGE 1, as shown ca this Exhibit 9S6, 8. It will be noted that 4 G. Acres and Company consider that the first unit of 25,000 N.P. can be raft to deliver power to 'maim% Courtenay and Alberni by April lst, 1947, provided the work is immediately pat under way. The completion of the special contract for supplying 10,000 H.P. to the pulp sill at Alberni will be conditiamal upon the Commission's undertaking 'to exercise all due diligence and do everything within its power to complete the necessary installation and transmission equipment to deliver poser (to Alberni) on or before April 1st, 1947e, This will involve the completion, by April 1st, 1947, of Phase 1 of STAGE 1, viz.,. - 5 - hmstAmmitallos (i) Heed dams and Intake at Irene Pool, (ii) Conduit and surge tank between intake and er base, sufficient for two 25,000 H.P. emipowts, (iii) Installation of nos 25,000 H.P. emit. EMMEMMINIOU 9. It has been noted in section 6, sub- seetion (11) above that the market available upon first delivery of power will require 22,850 H.P. It is anticipated that the demand in the first year of operation may exceed the capacity of one 25,000 R.P. unit. It is considered desirable therefore, while making every effort to bring the first unit into operation April 1st, 1947, that the completion of the second 25,000 E.P. unit should follow as early as economically feasible. Thos the Commission would have two units upon which to depend and have adequate peak load eapaeity. This would complete phase 2 of STAGE 1, involving the following additions= 6 hisszAmmudAss (1) Installation at 'mend 25,000 M.P. unit. This addition would bring the total estimated cost for power generation to $3,731,974. (11) Additional stop-up transformation capacity at Campbell River for 25,000 H.P.
