No. Crop Ins.(2)/ 60/ 2019 Dated 22-04-2019. -oOo- O R D E R: The following Notification shall be published in the Telangana State Gazette: N O T I F I C A T I O N The Government of Telangana hereby notify the Crops and Areas (District wise) during Kharif 2019 and Rabi 2019-20 to implement the “Village as Insurance Unit ” for one major crop of the District and other crops are covered under Mandal Insurance Unit scheme during Kharif 2019 and Rabi 2019-20 season under Pradhan Mantri Fasal Bhima Yojana (PMFBY) in (32) Districts of the State. The main features/Operational modalities of the Scheme vide Annexures I to IX Statements 1-32 and Proforma A&B are Appended to this order. Further, settlement of the claims “As per the PMFBY Guidelines and administrative approval of Government of India, with the condition that, the indemnity claims will be settled on the basis of yield data furnished by the state government based on requisite number of crop cutting experiments (CCEs) under General Crop Estimation Survey (GCES) conducted and not any other basis like Annavari / paisawari certificate / Declaration of drought / flood, Gazette Notification etc. by any other Department / Authority. However claims for prevented sowing will be based on area sown and claims for localized risks and post harvest losses will be assessed by Insurance surveyors for each effected farmer. For their purpose the Joint Committee comprising of loss surveyors, Representative of implementing agency and State Government officials of concerned departments will be formed to supervise the claim assessment process. 4. No. ………………………… PRADHAN MANTRI FASAL BIMA YOJANA Reference is made to the Govt. of India, Ministry of Agriculture & Farmers’ Welfare, Department of Agriculture, Co-operation & Farmers’ Welfare, Krishi Bhavan, New Delhi letter No.13015/03/2016-Credit-II, dated 23rd February 2016, 28th February 2018 and 25th April’ 2018, regarding the ‘Administrative Approval for implementation of Pradhan Mantri Fasal Bima Yojna (PMFBY). The Government of India has launched Pradhan Mantri Fasal Bima Yojana for implementation from Kharif 2016 season and is being continued and will be implemented during Kharif and Rabi 2019-20. The Government of Telangana in its SLCCCI meeting held on 10th January, 2019 decided to implement the scheme for Kharif 2019 and Rabi 2019-20 season. 1. OBJECTIVE OF THE SCHEME Pradhan Mantri Fasal Bima Yojana (PMFBY) aims at supporting sustainable production in agriculture sector by way of - a. Providing financial support to farmers suffering crop loss/damage arising out of unforeseen events b. Stabilizing the income of farmers to ensure their continuance in farming. c. Encouraging farmers to adopt innovative and modern agricultural practices d. Ensuring flow of credit to the agriculture sector; which will contribute to food security, crop diversification and enhancing growth and competitiveness of agriculture sector besides protecting farmers from production risks. II. IMPLEMENTING AGENCIES (INSURANCE COMPANIES):- Under PMFBY the Telangana State is divided into six (6) clusters and implementing agency for each cluster is as under. I III. COVERAGE OF FARMERS 1. All farmers including sharecroppers and tenant farmers growing the notified crops in the notified areas are eligible for coverage. However, farmers should have insurable interest for the notified/ insured crops. The non-loanee farmers are required to submit necessary documentary evidence of land records prevailing in the State (Records of Right (RoR), Land possession Certificate (LPC) etc.,) and/ or applicable contract/ agreement details/ other documents notified/ permitted by concerned State Government (in case of sharecroppers/ tenant farmers). 2. Compulsory Component All farmers who have been sanctioned Seasonal Agricultural Operations (SAO) loans from financial Institutions (i.e. loanee farmers) for the notified crop (s) would be covered compulsorily. This provision shall override any decision taken by the FIs including PACS exempting farmers from compulsory coverage of loanee farmers. However non-standard KCC /crop loans as defined and as per prevailing practices of the concerned Banks/Govt. regulator shall not be covered compulsorily. However bank branches may facilitate such farmers for enrolment as non-loanee farmers. Merely, sanctioning of crop loan against other collateral securities including fixed deposits, gold/jewel loans, mortgage loans etc. without having insurable interest of the farmer on the insurable land and notified crops shall not be covered under the Scheme. Voluntary Component The Scheme is optional for the non-loanee farmers. The Insurance coverage will strictly be equivalent to sum insured/ Ha. as defined in the Govt. notification or / and on National Crop Insurance Portal multiplied by sown area for notified crop. Special efforts shall be made to ensure maximum coverage of SC/ ST/ Women farmers under the Scheme. The implementing Insurance Company selected as L1 will be responsible for taking necessary measures to ensure at least 10% incremental increase in coverage of non-loanee farmers. The non-loanee farmers are required to submit mobile phone number and Aadhaar number and authenticate themselves through Aadhaar and necessary documentary proof of Aadhar Card, Bank pass book, Land ownership proof, (Records of Right (RoR), Land possession Certificate (LPC) etc.)/ Contract agreement document, sowing certificate or self declaration of intent to sow the proposed crop any other document of
