Let the Question Hour proceed. ...(Interruptions)... ी रघुनन्दन शमार् : हम तो इसके िलए आप से ही कहगे। ी सभापित : यह तो होगा और इसम कोई दो राय नहीं है। डा. फारूख अदुा : चेयरमनै सर, जहा ं तक सोलर पावर का सवाल है, जैसे बाकी िरयासत को इजाजत है, वैसे ही आन्धर् देश को भी इजाजत है िक वे ाइवेट िडवेलपसर् के साथ नेगोिशएट करके solar energy लगा सकते ह। जहा ं तक गवनर्मट ऑफ इंिडया का सवाल है, हम क्या-क्या सुिवधाएं देते ह, म आपके सामने रखना चाहता हूं। एक तो reduced custom duty है, on all items. जो भी machinery required है, solar energyके िलए जो भी जरूरत है, उसके ऊपर reduced custom dutyहै। Exemption है, from excise duty on all items और जो भी machinery चािहए, उसम exemption है excise duty 8 Uncorrected/Not for Publication – 21.05.2012 संख्या 621 (कर्मागत) के िलए। Concession है, application general infrastructure project profit-earned renewal project, िजतना भी है, tax exemption है दस साल तक और environment clearance की भी उनको exemption है और Government of India ने इनको िदया है। जहा ं तक आन्धर् देश का सवाल है, अभी तक आन्धर् देश म 13 projects लगाए ह, िजनम वे 21.75 MW generate कर रहे ह। म खुशी से यह कहना चाहता हूं िक आन्धर् देश भी उन िरयासत म से एक है, जो solar energy की ओर तेजी से आगे बढ़ रही है। ी मोहमद अली खान : सर, मेरा दूसरा सवाल यह है िक आन्धर् देश म 2016 तक 551 MW solar energy की जरूरत है और इस गमीर् के मौसम म 13,177 MW energy की जरूरत पड़ने वाली है। यह पाचं साल म 48 फीसदी ज्यादा होगी। म सरकार से यह जानना चाहता हूं िक आने वाले पाचं साल म सरकार ने आन्धर् देश टेट को नया solar power project takeup करने के िलए िकतनी financial assistance दी है? جناب محمد علی خان : سر، ميرا دوسرا سوال يہ ہے کہ آندھرا پرديش ميں 2016 تک 551 MW solar energy کی ضرورت ہے اور اس گرمی کے موسم ميں MW 13,177 energy کی ضرورت پﮍنے والی ہے۔ يہ پانچ سالوں ميں 48 فيصدی زياده ہوگی۔ ميں سرکار سے يہ جاننا چاہتا ہوں کہ آنے والے پانچ سالوں ميں سرکار نے آندھرا پرديش اسٹيٹ کو نيا solar power project take up کرنے کے لئے کتنی financial assistance دی ہے؟ (LT/1B आगे) 9 Uncorrected/Not for Publication – 21.05.2012 1b/11.05/lp-skc संख्या 621 (कर्मागत) ी फारूख अदुा : जैसा िक मन े पहले ही कहा है िक यह आंधर् देश की गवनर्मेन्ट के ऊपर है िक वे िकतनी सोलर पावर लगाना चाहते ह। जहा ँ तक सटर्ल गवनर्मेन्ट का सवाल है, सटर्ल गवनर्मट को जवाहर लाल नेहरू राटर्ीय सौर िमशन के अंतगतर् 2022 तक, 20,000 मेगावाट पावर पैदा करके देनी है। जवाहर लाल नेहरू िमशन के तहत, हमारे पास 2013 तक 1300 मेगावाट की जो सौर एनजीर् है, वह िगर्ड म शािमल हो जाएगी, िजसम िक 1000 मेगावाट िगर्ड म होगा, 300 मेगवाट म से 200 मेगावाट रूफ टॉप का होगा और 100 मेगावाट छोटे-छोटे individual projects के िलए होगा। SHRI BIRENDRA PRASAD BAISHYA: Sir, power shortage in our country is a matter of concern for everybody. Renewable energy can be used as an option for power supply in our country. A country like Germany has already said good-bye to nuclear power and nuclear energy, and they have adopted renewable energy as an option where solar energy plays a leading role. In our country too, the Government of India has taken up several ambitious plans but it is not yet known when these plans would be taken up. The main concern for us is that the cost of production for generating solar energy in our country is 10 Uncorrected/Not for Publication – 21.05.2012 संख्या 621 (कर्मागत) higher than what it is in other parts of the world. I would like to know if the Government would take adequate measures to cut down the cost of production. Otherwise, poor people would not be benefited from this project. DR. FAROOQ ABDULLAH: Sir, one good news which I would like to give to the people of the North-East is, I met the Power Ministers of the North-East, and the North-East gets 90 per cent assistance from the Government of India. But all the Power Ministers of the North- East represented and said that they would not be able to afford even 10 per cent. I have put the matter before the Prime Minister and the Finance Minister saying that for the North-Eastern States, the assistance from the Government of India should be 100 per cent, so that renewable energy could be given in much greater quantities to those regions, because a number of areas in those regions are ones where transmission lines have not reached, and it would take a long time for transmission lines to come. Therefore, we are, in full measure, trying to help not only the North-East but also every other place. 11 Uncorrected/Not for Publication – 21.05.2012 संख्या 621 (कर्मागत) Sir, I would like to inform this House that the two States that have done a major work as far as solar energy is concerned are Gujarat and Rajasthan. These are the two States, and I must compliment the Governments of these two States which are doing yeoman service as far as renewable energy is concerned.
