Republic of the Philippines Regional Development Council Region IV-A (CALABARZON) RDC RESOLUTION NO. IV-A-101-2020 “ENDORSING TO THE LOCAL GOVERNMENT UNITS INCLUDED IN THE ECCD-F1K PILOT AND EXPANSION AREAS THE INCLUSION OF EARLY CHILDHOOD CARE DEVELOPMENT-FIRST 1000 DAYS (ECCD-F1K) PROGRAM IN THEIR ANNUAL INVESTMENT PROGRAMS AND LOCAL DEVELOPMENT AND INVESTMENT PROGRAMS” WHEREAS, Early Childhood Care Development (ECCD) in the First 1000 Days (F1K) Program is a part of the government’s initiative to address stunting and is anchored on the key elements of health, nutrition, early learning, and social services which will strengthen the existing interventions on the F1K Program; WHEREAS, fifteen local government units (LGUs) in Quezon Province and Rizal Province (as listed in Annex A) were selected as pilot and expansion areas for the implementation of the ECCD-F1K in CALABARZON; WHEREAS, a memorandum of agreement was signed between the National Nutrition Council (NNC) and the 15 LGUs on the implementation of the program to ensure the sustainability of implementation; WHEREAS, consistent with devolution of health services, NNC’s assistance to pilot LGUs for the implementation of the program is until 2019 and thereafter, the LGUs shall continue the implementation of the program; WHEREAS, upon NNC’s monitoring, it was noted that only few LGUs were able to implement ECCD-F1K programs in 2020; WHEREAS, the Sectoral Committee on Social Development/Social Protection endorsed the inclusion of ECCD-F1K program in the annual investment plans (AIPs) and local development and investment plans (LDIPs) of the 15 LGUs through the SCSD/SP Resolution No. IV-A-42-2020 on November 11 via videoconference; NOW THEREFORE, on motion duly seconded, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to endorse to the LGUs included in the ECCD-F1K pilot and expansion areas the inclusion of the ECCD F1K program in their AIPs and LDIPs.
