Minutes of the meeting held 8th January 2020 These were accepted as a true record. Prop BP, Sec SD. 2. Matters Arising NTR 3. Treasurer’s report Zero movement in bank account, balance stands at £36,625.35. DT has paid for the asbestos survey report £669.52 DT has applied fo the third tranche of the grant £21,472, according to Homes England it has been paid out but has not yet appeared in the bank account. 4. Solicitor Wilkins & Chapman have said that routes of communication for them to the Parish council should be through BCLT to Carl Thomas. 5. Architect Meeting 16.1.20 with architect, the Quantity surveyor did not attend. New drawings have been provided as a previously unidentified room has been included in the plan. This will be incorporated into one of the ground floor flats. We have received the asbestos survey report. Two areas identified as needing special precautions – the plant room (insulating cladding and debris on the walls) and two ironing boards (in one of the cupboards). These will be dealt with by specialist disposal. The asbestos in the remaining areas of the property is chrysotile which can be removed as part of the refurbishment. QS report about electricity, gas and BT supply. There is a 3-phase supply to the outside of the building which should be sufficient to supply the 4 flats and shop. The structural engineer needs a cherry picker to gain access to the roof. To check whether BCLT are required to provide this or the engineer has access to his own provider. The complete QS and Structural engineer reports have yet to be received. 6. Funding bids for grants/loans Homes England:- Email from John Mather stating that our bids for funding covered items which are not considered to be infrastructure funding but they are capital expenditures. This is contrary to previous advice. West Lindsey District council are still required to manage the grant application and expenditure. They have no processes for supporting this and we are unable to proceed. One option is to go to the politicians, we have already had an acknowledgment of our letter from Edward Lee but have STILL not heard from the Housing Minister in acknowledgement of receipt of out two letters dated 9th November 2019 and 8th January 2020. The latter sent recorded delivery. BP offered to try to get a reply using an alternative route of enquiry. BP queried whether Lincs County council or East Lindsey District council might be able to provide the service we need. Neither LCC or ELDC would have been suitable as it needs the District Council in the district where the project is located to be incolved. Charity Bank promised to lend us £200,000 - £230,000 but we need details of costing before applying. The money is lent on the basis of the value of the property, not the costs to get it refurbished. DT would like to wait until we have detailed costings. The possibility of approaching other funders will be discussed after we receive the QS detailed report. 7. Brookenby Community Group/Community Centre DT tabled a document re the relationship between BCLT and BCG. There was concern that the BCG could impact upon the prime objectives of the CLT. It was agreed MS would produce a short document outlining proposed leasing of the theatre. To be sent to all BCLT members outlining the relationship and implications to the CLT taking on the lease on the theatre and the BCG then taking on the running of the building. The Membership to vote on the intended relationship once we have a leasing arrangement agreed with the PC. MS has a copy of the draft lease but certain elements are missing e.g. access. Suggestions as to refining the terms have been sent back to the PC. 8. Correspondence John Mather enquired whether the allocated funding from HE will be claimed by the end of March 2020, DT confirmed that this would be the case. Email from Martin Field of East Midland Community Led Housing also stating that money must be spent by the end of March. 9. Status of membership /Membership drive 40 members. 10. AOB AT resigned from the role of company secretary. BP offered to take on the role and it was unanimously agreed by those present. JT reported that the portfolio of 54 properties in Brookenby was bought by John and Nick Brook who are based on Louth Road in Binbrook. Darren Stillyard remains as the manager of the properties. Repairs to the properties have already started. 11. Date of next meeting Wednesday 4th March. Meetings to start at 7.00pm henceforth. .
